LAMAS October 2017 Draft Conclusions

Item 2.1: SES2014 follow-up - LAMAS takes note of the recommendations for next data collection including pre-checking of the data to avoid re-transmissions; - DK agrees making SES data accessible in the Safe center. DE and IT will give their final answer by 31 October; - LAMAS agrees not to calendar adjust SES2018 data; - Eurostat will further reflect on atypical contracts such as those paid on a day worked basis, zero hour contracts and special contracts in the Education sector.

Item 2.2: Adjusted Gender Pay Gap LAMAS broadly agrees on the decomposition method proposed to calculate the adjusted GPG for countries and the EU as a whole. ISCO 2digits will be tested in the regression; - LAMAS agrees to publish the results as a methodological paper in "Statistics Explained"; - Eurostat will consult LAMAS in written on a layout to publish the adjustment factors, alongside the unadjusted and adjusted GPGs as experimental statistics. Alternative labels for the "adjusted GPG" will also be proposed.

LAMAS is invited: Item 2.3: SES2018 implementing arrangements - LAMAS takes note of the SES2018 implementing arrangements; - Member States will explore if national sources exist to capture the total length of working experience and report before 31 October to Eurostat (Ines Kolakovic).

Item 2.4: Minimum wages - LAMAS supports the corrections proposed in minimum wages / median earnings ratio namely: excluding overtime pay / other premia and aligning the number of hours worked - The MW/median earnings ratio will be updated accordingly in the Statistics Explained article.

Item 3.1: LCS 2016 - LAMAS takes note of the deadline for transmitting LCS 2016 data – in particular for BE, EL, IT, CY, PT, UK, NO and CH whose LCS 2012 data has been transmitted with delay > 1 month - LAMAS agrees to run consistency and plausibility checks upon LCS 2016 data, as detailed in the implementing arrangements, before transmitting data to Eurostat - FR will keep Eurostat informed of any delay caused by a change in administrative sources - LAMAS takes note of the timetable to publish LCS 2016 data and metadata

Item 3.1: LCS 2016 LAMAS takes note - Of the deadline for transmitting the LCS 2016 Quality Reports - That LCI data should be transmitted in the new base year (2016) as of reference quarter 2019Q1 onwards - Of the guidance provided by Eurostat as regards a number of methodological issues discussed in the context of the LCS2016 fieldwork and agrees to report other possible cases

VI. CONCLUSIONS Item 3.2: LCI State of play - ES, FR, LV, HU, MT, RO, SI and FI agree to limit (or justify) the use of 'p' flags to the quarters subject to relatively high revisions compared with previous periods; - LAMAS takes note of the 2018 release calendar for LCI and Labour Cost Level publications; - HR will transmit 2016 weights and quality report before 31 October; - CZ and HU will implement the indirect method for calendar adjustment (ref. quarter 2017Q3 for HU and 2017Q4 for CZ); - Countries with large discrepancies between LCI and NA data (BG, DK, HR, EL, LV, PL and RO) will examine the causes and may report to a next LAMAS;

Item 3.3: SDMX 2.1 for LCI - LAMAS takes note of the (limited) changes introduced in SDMX 2.1 compared with SDMX 2.0; - LAMAS takes note that all technical information related to SDMX 2.1 standards, including DSDs in XML, is available on circabc at: https://circabc.europa.eu/w/browse/2eae8642-03ee-4f26- 930f-010414b099a3 - Eurostat will inform countries, within 1 week after LAMAS, of the errors made in previous transmissions and specify in the minutes/guidelines the flags that may be used in LCI transmissions

Item 3.3: SDMX 2.1 for LCI - LAMAS agrees testing SDMX2.1 transmissions this month (for LCI) and in January 2018 (for labour costs levels); - LAMAS agrees using SDMX2.1 in production from ref. quarter 2017Q3 (for LCI) except FR and MT (2017Q4); - The countries concerned agree using SDMX2.1 in production from ref. year 2017 (for labour cost levels estimates) and from April 2018 for weights.

Item 3.4: Labour Price Index and QALI - LAMAS thanks Spain and the Netherlands as well as ESTAT.C2 for interesting presentations on adjusting the labour force for changing composition; - Eurostat.C2 will complement the results with data from the missing countries and inform them of the results; - Countries engaging in such projects are invited to present their work at future LAMAS meetings.

The LAMAS delegates are invited: Item 4.1: JVS State of play - LAMAS takes note of the state of play as regards JVS transmissions and of the importance of transmitting timely data; - NL will provide long time series as of 2017Q4. Eurostat will follow-up with EL; - LAMAS takes note of the state of play as regards transmissions of the quality reports for reference year 2016. HR and EE will transmit them by end of December. Eurostat will follow-up with FR, EL and SE; - IE and PL announced that back data before 2008 are not available or not reliable. Eurostat will follow-up with SI and BG through the JVS functional mailbox.

Item 4.1: JVS State of play - Eurostat will check with Finland if the volatility of JVS data relates to seasonality or to other elements (sample size etc..) and which NACE sections are concerned; - LAMAS takes note of the results of the comparison between JVS and LFS data and of the Beveridge curves by country; - LAMAS takes note of the JVS release calendar for the reference quarters of 2018.

Item 4.2: SDMX 2.1 for JVS - LAMAS takes note of the (limited) changes introduced in SDMX 2.1 and that all related technical information, including DSDs in XML, is available on circabc at: https://circabc.europa.eu/w/browse/2eae8642-03ee-4f26-930f- 010414b099a3 - LAMAS agrees to test SDMX2.1 transmissions this month; - LAMAS agrees to use SDMX2.1 in production from reference quarter 2017Q3 onwards (flash + final) except FR, MT and DE (2017Q4); - LAMAS takes note of the renaming of Edamis flows (JVS instead of JVC) as of 16 October onwards.

Item 4.3: Seasonal adjustment of JVS - HR and EE will transmit the missing SA quality reports before the end of this year; - Eurostat will follow-up on the SA quality reports with FR, EL, SE and CH; - NL will update the SA part of the quality report before the end of this year. - NL will transmit SA job vacancies for NACE B-E as of 2017Q4 onwards; - DE will consider revising the SA procedure with a view to eliminate residual seasonality in aggregates.

Item 4.3: Seasonal adjustment - LAMAS takes note that Eurostat will no longer publish SA back data if they are not updated by the countries over more than one year; - LAMAS takes note of Eurostat's plan to disseminate SA data for European aggregates; - LAMAS takes note of Eurostat's plan to publish SA data for the EA/EU in the Statistics Explained article.

Item 4.4: JVS methodology - LAMAS agrees that job vacancies in temporary agencies should be included in job vacancy statistics; - LAMAS agrees to discuss at a next meeting the importance of such jobs in MS economies; - LAMAS broadly agrees to apply a common NACE classification of job vacancies in temporary agencies across countries, in NACE section N and division 78; IT, NL and the UK will further investigate this issue; - Countries concerned agree to implement checks to control the risk of double reporting of job vacancies in temporary agencies, when both temporary agencies and the final employer are surveyed.

Item 5.1: Consultation of stakeholders - LAMAS gives mandate to a Taskforce "LMI review" to make proposals as regards the future of BBSS statistics, for both "technical" and "core" items and agrees on the proposed way forward; - BE, ES, PL, DE, IE, FI and DK will participate in the Taskforce. NL, UK, IS, AT and Business Europe will confirm before 31 October by email to Ines Kolakovic; - Eurostat will provide by 19 October a questionnaire for each dataset to be commented by Member States before 31 October; - Member States will provide Eurostat, by 31st October 2017, with the email contact details of max 10 main national users of BBSS data indicating the relevant datasets.

Item 5.2: Standard quality reports LAMAS agrees with the common structure proposed for future quality reports across all LMI domains LAMAS agrees on the proposal to develop a standard template for quality indicators, for each LMI domain LAMAS gives mandate to the taskforce LMI ("TF-LMI"), to review the common structure and to develop further the standard templates for quality indicators
