Conclusions

2 Earnings statistics 2.1 SES joint datasets
LAMAS welcomes the publication of the joint SES2002/2006/2010 datasets Quality issues spotted will be handled as follows: - In November, DK will send revised data for 2010 - Eurostat will flag the break recorded in SES data for NL - By 30 October, countries with more than 2% of 0 holidays (for full timers) will EITHER confirm the data OR re-transmit LAMAS welcomes additional quality checks for SES (cross-sectional analysis to detect outliers)

3 New ILO Manual on earnings
ILO to provide (when possible) an electronic version of the previous Manual ('Greenbook') Concepts (e.g. labour costs / gross earnings) to be clearly defined (EU uses ESA2010 concepts) DE, IT, EIGE willing to actively contribute Draft in EN ready in 2016

4 2.2 Use of administrative data for SES purposes (DE)
LAMAS praised the work / report The use of administrative data to avoid 2 stage sampling is deemed promising

5 2.3 Gender Pay Gap GPG 2013: all countries but FR, IT, MT can meet the deadline (12 December). Action Plan to be set up with EL LAMAS endorses the revised version of the GPG questionnaire Coverage of NACE O: progress possible for IT, LU and MT but not for AT Providing gross hourly earnings for male and female not possible for CY, AT, SE and TR

6 2.4 Minimum wages All MSs (including FR) confirm there is no minimum threshold for no of hours under min. wage legislation. To be Important that all countries fill in the sheet on part-time workers

7 Labour cost statistics
3.1.1 Labour cost index Revised version of the LCI report to be circulated to LAMAS on 17 October for feedback next week Progress being made for transmission of LCI data and quality reports (EL; UK; HR) Discrepancies in WDA: corrected by next transmission (MT) or written feedback (CZ, IE, EL)

8 3.1.2 SDMX for Labour Cost Index
LAMAS agrees with the timetable proposed for migration to SDMX Countries that did not yet send SDMX datasets agree with the 15 November deadline but - BE: to be confirmed in a written form - LU: End November/Beginning December

9 3.1.3 Annual labour costs levels
Countries (DK, PT, RO confirmed they will substitute national data to Eurostat estimates (except for last year). Deadline is end October Workshop to assess LCS2012/2008 changes against LCI and NA estimates

10 3.2 Labour cost survey 2012 Important to distinguish "0s" (the case does not exist in the universe / population) from NA/blank/missing records (it was not measured / captured in the sample). Revised files (if necessary) to be sent by end October IS to send revised data for 2008 LAMAS confirms quality reports will be transmitted by December 2014 Eurostat will send end October the final tables of the LCS publication National analyses/publications: presentations from CZ, LU, PL highly appreciated

11 3.3 Workshop on Labour costs data
LAMAS welcomes the forthcoming workshop (5/6 May 2015 probably) Agrees with proposed timetable Additional proposals for topics to be sent by end October Eurostat to inform LAMAS of decision on hosting country (IS/IT)

12 3.4 Future of the CVTS data collection
LAMAS against accommodating CVT requirements in LCS given problems of units, response burden, timetable, micro/macro divergence No testing/TF creation LAMAS opinion discussed by DSS in February 2015 DE proposal to keep separate collections but link them (e.g. same concept of costs, sub-sampling) to be studied

13 4.1 Job Vacancy Statistics – state of play
Partial coverage (FR, IT, DK, MT): serious issue for users in particular ESCB who may develop their own estimates SDMX: Timetable agreed. DE and IE may need an extra delay (e.g. 2014Q3 => 2014Q4) Eurostat will send this year a revised version of SDMX standards for JVS covering annual data Countries are invited to test transmitting annual data in SDMX by the next transmission (reference year 2014) SA data: compliance letters to be sent next year (reference quarter 2015Q1). Eurostat will check the absence of seasonality where need be.

14 4.2 Job Vacancy Statistics
- Methodological issues: Length of vacancies: no time limit Vacancies in the public sector: Eurostat to ask which country has concrete cases of vacancies restricted to employees already working in the public sector

15 5. Gender statistics Excellent cooperation with EIGE
Further reflection on the name of Total Earnings Gap Results to be compared with SILC-based data

16 6.1 FRIBS regulation LAMAS took note of the scope, timetable and governance (Business Statistics Directors) of the FRIBS initiative ECB expressed some concerns on possible data breaks when FRIBS comes into force LAMAS will be informed when the proposal to standardize (some) labour market variables is submitted to ESS/ESCB
