1 Item 4 Overview of the 2016 AES & 2015 CVTS data collection
Eurostat F3 Education and Training Statistics Working Group – June 2018

2 Introduction (1) 2016 AES and 2015 CVTS data collection rounds are completed 2016 AES data online October 2017: 21 countries = very timely Other countries released as data became available Only IE missing (derogation) 2015 CVTS data online Majority of data: end of January 2018 Cost data: end of April 2018 Delays due to IT and resource problems

3 Introduction (2) Online tables – improved presentation
Comparable data for all available years AES: 2007, 2011, 2016 CVTS: 2005, 2010, 2015 Detailed information on indicator calculations National quality reports (via ESMS) Today: overview on the two data collections Main requirements (legislation) Tables with key information Focus on compliance issues DSS to be informed in written form after ETS WG

4 2016 AES – legal requirements
Coverage Age 25-64, resident population Data collection period (fieldwork) 01/07/2016 – 31/03/2017; derogations: IE, FR, FI Data and metadata transmission Microdata: 6 months after national data collection period; derogations: BE, MT Quality report: 3 months after microdata transmission Precision requirement List of variables Random selection of 2 NFE activities

5 2016 AES – compliance issues
Coverage: Resident population: in private HH in most countries UK (England only) Data collection period: DK, IT, HU (3) Microdata transmission: DK, EE, FR, IT, CY, HU, SI (7) QR transmission: BE, BG, DK, EE, FR, IT, CY, LT, PT, SI, SK, SE, UK (13) Precision requirement: BG, NL, FI, SE, UK, NO (6) Remark: Countries choose the calculation method  impact on the value List of variables: overall OK, some filter problems Random selection of 2 NFE: EE, SI (2)

6 2015 CVTS – legal requirements
Coverage Enterprises in NACE B-N+R-S with 10 or more persons employed Reference period Calendar year 2015 Data and metadata transmission Microdata after 18 months: 30/06/2017 Quality report after 21 months: 30/09/2017 Sampling requirements Business register, stratification by NACE and size List of variables Core variables: no missings; key variables: to be imputed

7 2015 CVTS – compliance issues
Coverage: NACE: no issues; persons employed: BE, ES (employees) FR: metropolitan France Reference year: no issues Microdata transmission: EL, FR, IT, PT (4) QR transmission: DE, EL, FR, IT, AT, PL, SI, SE, UK (9) Sampling frame: ES (social security contribution account file) Stratification: no issues List of variables: overall OK, some issues with core and key variables Quality concern: unit non-response in some countries

8 Next steps AES 2022 New context: under framework regulation IESS Changes: age 18-69, standardised variables, self- perceived skills AES Task Force to prepare implementing act, i.e. list of variables, data collection period, etc. First meeting in September 2018; 15 countries CVTS 2020 Legislation: no changes planned (CVTS 2020 = CVTS 2015) December 2018: workshop on best practices and quality improvements All MS invited to contribute actively

9 The ETS Working Group is invited to
Comment on the 2016 AES and 2015 data collection round. Approve the overview tables as presented in the annexes of the document.
