Jan. 1917 German policy of unrestricted submarine warfare Germany believed US was supplying Britain with war supplies Set up a naval blockade to isolate Britain Announced it would sink any ship in British waters w/o notice

Feb. 1917 British intercept the Zimmerman Note Why did the US enter the war? Upset at German sinking of neutral ships carrying US passengers (i.e. The Lusitania) Interception of the Zimmerman Note Closer cultural and economic ties to Britain and France than Germany or A-H Reports of German war atrocities (propaganda)

On the first of February we intend to begin submarine warfare unrestricted. In spite of this, it is our intention to endeavor to keep neutral the United States of America. If this attempt is not successful, we propose an alliance on the following basis with Mexico: That we shall make war together and together make peace. We shall give general financial support, and it is understood that Mexico is to reconquer the lost territory in New Mexico, Texas, and Arizona. The details are left to you for settlement. . . .
