End-Of-Course (EOC) Assessment Waivers Update 10-2015

End-Of-Course (EOC) Assessment Waiver Senate Bill 4 amended 1003.428(8)(b)2, F.S. states the following: A student with a disability as defined in s.1007.02(2), F.S. for whom the IEP committee determines that an end-of-course assessment cannot accurately measure the student’s abilities taking into consideration all allowable accommodations, shall have the end-of-course assessment results waived for the purpose of determining the student’s course grade and credit as required in paragraph (4)(a).

What is an EOC Assessment Waiver? The EOC assessment waiver signifies that the student has demonstrated proficiency on the course standards, but the results of the EOC assessment do not accurately measure the student’s ability. An EOC assessment waiver is a IEP team decision that requires a meeting and discussion with student, parent and/or guardian. It is your option to do a waiver ahead of time for all students who the case manager feels will probably need one. Remember that if student fails the course but passes the EOC they would still earn credit but the “F” will impact the GPA..

DOE Memo If the EOC assessment score used to calculate the student’s grade negatively impacts the student’s grade, but does not result in the student failing the course, may the individual educational plan (IEP) team recommend a waiver of the EOC results? “Yes, the IEP team could approve a waiver of the EOC results…”

Who Qualifies for the EOC Assessment Waiver? Students who meet the following criteria: 1. Must be identified as a student with a disability 2. Have an active IEP 3. Have taken the EOC assessment with appropriate allowable accommodations at least once 4. Have demonstrated, as determined by the IEP team, achievement of the course standards

Who Does NOT Qualify for an Assessment Waiver? Students: receiving accommodations through a 504 plan attending only adult education (withdrawn as a K-12 student) enrolled in private school who have previously been served and dismissed from special education services eligible solely for ESE through Hospital/Homebound or Gifted for whom parent/adult student has revoked consent for special education services

Procedures

When Does the IEP Team Meet? The IEP team must convene any time after the student has taken the assessment at least once. IEP teams need to meet to determine end-of-course assessment waiver eligibility by the end of first quarter for students who took an EOC assessment in the spring. If you meet for an EOC Waiver prior to their annual IEP, you may consider completing a new IEP at that time. These waivers are not sent to the district, just names. Continuing the same process in the fall. By considering this it takes away the possibility of having to have another meeting.

Steps in the EOC Assessment Waiver Process The case manager will: Schedule a IEP team meeting to consider the EOC assessment waiver for each qualifying ESE student. Complete a waiver for each student in BLUE INK, including signatures. Complete the EOC Assessment Waiver Checklist for each student. Obtain required supporting documents and attach to the waiver packet. Submit the completed packet to school administrator for review and approval signature. Recently on the FCAT Waivers, have received too many back with black or a different color ink. PLEASE BE SURE THAT THE ENTIRE WAIVER IS COMPLETED IN BLUE INK!

Next Steps After the EOC Waiver Meeting Send a letter to parent/student regarding the change of final grade (see sample form). *Letter-Student is in cohort in which the EOC assessment is 30% of final grade. *If parent requests new report card, one can be printed.

How Is This Different From an FCAT Waiver? Signing authority will be a school-based administrator. Final EOC waiver documentation is retained at the school in the red cumulative folder and not sent to the district office. District Office staff will conduct an on-site review of final EOC waiver documentation after school administrator review.

Evidence Required to Determine Course Proficiency The IEP team must verify the student demonstrates the skills and proficiency needed for course credit. Evidence IEP teams may review to verify proficiency: Course grade (must pass course) Relevant classroom data gathered from formative assessments Work samples Teacher observations Teacher documentation related to mastery of course standards

Changes To EOC Assessment Waiver Checklist The cover checklist is completed by the case manager and is attached to the front of the waiver to verify all required documentation is included. More than one assessment can be addressed for a given year. A new form is needed each year. Multiple EOC assessments also included on checklist.

Review: Verification of Requirements 1. The student has a current IEP. 2. There are entries for the Accommodations Not Allowed on Statewide Assessment section with signed consent. If the student does not have accommodations during testing, the team should review and consider if accommodations are needed on future assessments. 3. Accommodations on the assessment page must be listed under the Program Accommodations/Modifications Allowed on Statewide Assessment section of the services page. 4. All other items on the checklist are attached and completed. For #2 at least 1 entry must be chosen.

Waiver Determination Beginning 2011-2012 for Students Entering Grade 9 Student passes the course and fails the assessment – a waiver is needed to earn course credit for Algebra 1

Questions You May Have How will I know who is eligible for an EOC Waiver? You will begin by pulling your school’s data in PascoStar. Please refer to the How to pull EOC Waiver data found on the Wiki.

We will return if not completed. Documentation as to why a student does not receive one is needed by Judy!

Waiver Review Even though multiple courses are listed on the waiver form, a new document needs to be completed each year. However, if the student is eligible for more than one course in the given year, only one waiver will need to be completed. Multiple courses may be noted on the waiver – for students who take more than one assessment. However, a new form is needed for each year. The form should not be carried over to add new information from year to year.

For 2014-2015 EOCs Even though we did not get a scale score or achievement level for Algebra I, we did get pass/fail information. For Algebra I, pass/fail information is in both STAR and on TERMS.   On the 214 screen, you will see students with a Grad Math Met: "No Wv”, indicating they have met the requirement via waiver.   This is normally reserved for students with an ESE waiver but was the only way to document that a student passed without actually having a score.  Because we have no scores, this is how the Pass/Fail was applied.   If you go to the 702 screen and F4 on the Waiver section, a “P” would indicate that they were on the Pass/Fail file as passing.   This is also the case in STAR in the GRAD Math PF column under student summary.

For 2014-2015 EOC’s con’t. For Algebra 2 and Geometry, Both are FSA EOCs, No scores were released including P/F information.   Because of this, 30% was not applied to any student that took this test in the Spring of 2015 or Summer 2015.   Therefore, the test did not negatively impact their grade and the student would not require a waiver.
