About Wave of Legislative Reformation Principal changes into legislative framework: Amendments to the Law of Georgia on Nuclear and Radiation Safety; Law of Georgia on Radioactive Waste; New Basic Safety Standards (BSS); Rules for Handling Radioactive Waste; Basic Safety Standards for Medical Exposure; in education, industry and science. As a general rule, a person starting working in the sphere of nuclear and radiation safety shall have special qualification.

About Facilities/Activities and E&T License-seeker/licensee is obliged to: To submit the proof of qualification and professional knowledge of personnel in order to get the license To provide the personnel with trainings and instructions To allow RB inspectors to check qualification of personnel during inspection More than 600 facilities with the majority; Majority (559 facilities) used in medicine.

Draft Policy Document - Background It is a political decision of Georgia to implement good practices, requirements and standards of IAEA into Georgian system Establishment of effectively independent RB is in compliance with IAEA Safety Standards (GSR Part 1); Regulations set by national BSS as well as adopted amendments are in compliance with IAEA Safety Standards (GSR Part 3). Qualification requirement set by national legislation makes it necessary to systemize education & training procedures and to build sustainable competence through the policy and strategy documents, putting the emphasis on QEs, RPOs, RB Staff, etc.

Draft Policy Document – Commitments and Obligations Governmental working group (WG) was established: Initiator: Ministry of Environment and Natural Resources Protection of Georgia; Purpose: develop strategy document; Coordinator: ANRS Governmental working group Milestone for GoG Sustainable infrastructure + Regulatory framework = sustainable competence

Draft Policy Document – National Strategy and Stakeholders The Strategy of Georgia for E&T details coming soon… Stakeholders: Ministries and Service of Georgia composing the Government of Georgia and enlisted under the Law on Nuclear and Radiation Safety, accredited educational institutions; Key Stakeholder: Ministry of Education and Science of Georgia; NB: The active involvement of civil society in drafting strategy documents will be guaranteed.

Steps taken for drafting National Strategy The WG for the purpose of developing National Strategy was established which enshrines all relevant stakeholders; Georgia will be hosting appraisal mission on education and training in radiation protection and the safety of radiation sources (EduTA) to appraise the status of national provisions and infrastructures this year; Preparatory questionnaire already filled out and sent; TSA6 is updated for RASIMS Database.

Steps to be taken for drafting National Strategy Finalizing draft policy document; Lobbying the document before the GoG; Adopting document by the Decree of GoG; Drafting National Strategy; Drafting Action Plan for the implementation of National Strategy; Organizing meetings with civil society; Finalizing National Strategy and Action Plan; Starting implementation Process; Monitoring by Steering Committee.
