2 SÄTEILYTURVAKESKUS STRÅLSÄKERHETSCENTRALEN RADIATION AND NUCLEAR SAFETY AUTHORITY Scope of the IRRS mission Full-scope mission in 2012 (research reactor FiR 1 was excluded due to the decision to shut down the reactor) As regards modules 5-9, the following facilities/activities were included Nuclear power plants Radioactive sources Fuel cycle facilities Waste management facilities Decommissioning Following thematic areas were included –Transport –Control of medical exposure –Occupational radiation protection –Control of radioactive discharges and materials for clearance Fukushima Session was included 22 January, KlH 2

5 SÄTEILYTURVAKESKUS STRÅLSÄKERHETSCENTRALEN RADIATION AND NUCLEAR SAFETY AUTHORITY Improvements Although STUK operates in practice as an independent regulatory body, the government should strengthen the legislative framework by embedding in law the regulatory body separate from entities having responsibilities or interests that could unduly influence its decisions –STUK’s position in the governmental system –Mandatory technical regulations –License conditions -> Nuclear Energy Act will be changed and these initiatives have been proposed Governmental Responsibilities and Global Nuclear Safety Regime (modules 1 and 2) 5 22 January, KlH

Written arrangements are needed for cooperation with ministries and other governmental authorities -> Preparatory work has been started National comprehensive policy and strategy for radioactive waste management is needed (nuclear waste strategy is available) -> Documents in “bit and pieces” will be compiled, also a requirement of 2011/70/Euratom to submit national programme including policy and strategy in 2015 Governmental Responsibilities and Global Nuclear Safety Regime (modules 1 and 2) 6 22 January, KlH

8 SÄTEILYTURVAKESKUS STRÅLSÄKERHETSCENTRALEN RADIATION AND NUCLEAR SAFETY AUTHORITY Improvements Safety culture should be further elaborated in STUK’s Management System -> Safety culture workshops carried out, results will be elaborated in the Management System STUK’s Management System should be further improved –Coverage of relevant requirements –Consistency, duplications –Processes and their sub-processes, interdependency - > A plan for overall revision of the Management System Systematic programme is needed for internal audits and self assessments -> A plan for 4 year period for audits under preparation Management system of the regulatory body (module 4) 8 22 January, KlH

10 SÄTEILYTURVAKESKUS STRÅLSÄKERHETSCENTRALEN RADIATION AND NUCLEAR SAFETY AUTHORITY Improvements enhance the effectiveness of STUK inspection activities unannounced and reactive inspections, use of the graded approach for planning and conducting inspections formal qualification programme for inspectors -> Inspection procedures will be updated and procedure for formal qualification process for inspectors is under development STUK should consider the development and implementation of a more systematic method to collect indications of and assess the licensee’s safety culture. -> A pilot system for collecting safety culture findings of NPP under construction and SF disposal facility project will be extended for existing NPPs Inspection and Enforcement (modules 7 and 8) 10 22 January, KlH

11 SÄTEILYTURVAKESKUS STRÅLSÄKERHETSCENTRALEN RADIATION AND NUCLEAR SAFETY AUTHORITY Improvement STUK should complete its comprehensive programme for the renewal of its nuclear safety regulatory guides (YVL) in accordance with its approved implementation plan. -> STUK has finalized renewal of the YVL guides –Take into account WENRA safety reference levels for reactors (2008), waste management and decommissioning as well as WENRA safety objectives for new reactors (2013) –Lessons learned from Fukushima Regulations and Guides (9) 11 22 January, KlH

13 SÄTEILYTURVAKESKUS STRÅLSÄKERHETSCENTRALEN RADIATION AND NUCLEAR SAFETY AUTHORITY Regulatory Framework –Sound regulatory framework for safety STUK Responsibilities and functions –STUK operates as an independent regulatory body –STUK conducts its regulatory processes in a well-organized, open and transparent manner –Committed, technically competent and well-motivated staff –Several areas of excellence Recommendations and suggestions are very helpful and relevant for the improvement of the Finnish regulatory control framework. However, most of them were based on STUK’s own self assessment findings Background and personal interest of the reviewers were reflected in the interviews in some modules. These were however mostly avoided in the final report Conclusions 13 22 January, KlH
