Introduction Presenter’s organization: Ministry of Sustainable Development and Tourism University of Montenegro, Faculty for Natural Science Facilities and activities: - Mainly in medicine, mainly in dental practice and for radiological diagnostic procedures, one interventional radiology department, two radiotherapy machines , one brachytherapy HDR machine, and nuclear medicine department ( only diagnostics with Tc) - In non-medical use: one radioactive waste management facility, a few number of non-destructive testing, X-ray examinations (industrial radiography); few veterinary radiology and security equipment and one industrial gauges and well logging (detailed data will be presented in the need analysis) - There is a plan to introduce a new unit in Montenegro - nuclear medicine (therapy with 131I).

Introduction (2) The main regulation documents related to education and training in MNE are: In Montenegro it is still not adequately regulated training and periodic testing of qualification in the field of ionizuing radiation protection, except in the field of transport of radioactive material. Professional training in this field is regulated in accordance with the Law on the Transport of Dangerous Goods ( "Official Gazette of Montenegro", no. 33/14) and secondary legislations related to this low.. The provisions of the Law on Protection against Ionizing Radiation and Radiation Safety ("Official Gazette of Montenegro", no. 56/09, 58/09) provides that, depending on the types of the jobs, professionally exposed persons must have adequate qualifications and have to be capable of implementation of measures for protection against ionizing radiation. Decision on qualifications and health conditions of persons working with sources of ionizing radiation (Official Gazette of the 45/97) stipulates that renewal of the knowledge must be controlled periodically, and also the legal entity which is the holder of the license for performing any type od radiation activity is obliged to provide periodic training for occupationally exposed persons. New Strategy (2017-2021) is in the process of drafting; will be finished and adopted by the Government of MNE until the end of 2016. The important part og the new Strategy will be devoted to education end training (Current Strategy do not cover E&T issues).  

Introduction (3) The conclusion is : the current legal framework do not cover on a proper way the program of the training of professionally exposed persons, as well as what type of license the legal entity must have if want to conduct the training and periodically verification of professional competence of professionally exposed persons, so those persons have to be trained outside of Montenegro (mostly at the Institute of Nuclear Sciences "Vinca" in Belgrade, the Republic of Serbia, in the field of radiation and nuclear safety and security). New Low will cover requirements for education and/or training for: qualified expert, rradiation protection officer, workers, health professionals (medical physicists, radiological medical practitioners, medical technologist, ect), regulatory body staff, workers and others related to 59/2013 EU directive requirements. New secondary legislation (based on new Low) will define the education end training programme.

Moving towards a National Strategy (2) Montenegro as a country which is in the process of joining the European Union has as an obligation to transpose the acquis in the field of nuclear safety and radiation protection, which regulates basic safety standards and it is covered primarily by the Council Directive 59/2013 EURATOM. Montenegro as a member of the International Atomic Energy Agency supports the strategic approach to this issue, so important strategic IAEA documents such as the Strategy for education in the field of nuclear safety for the period 2013-2020 and Strategic approach to education and training in the field of radiation safety, transport and waste management for the period 2011-2020 will be taking into account. On the first place MNE is aware that only properly educated, properly trained and properly from time to time retrained persons who have any contact with ionizing radiation sources or machines which can produce ionizing radiation, can contribute to safety of their own life, safety of the life of the others, and safety of the environment. So, development in this field can be ensured only through the establishment and implementation of a strategic approach to relevant education and training in the field: protection against ionizing radiation, transport of nuclear and radioactive materials, radioactive waste management and radiation and nuclear safety and security, as well as through periodic review of professional qualifications, which ensures the maintenance of acquired professional qualifications.

Moving towards a National Strategy (3) The strategic approach of establishing an adequate system of education and training in the field of radiation and nuclear safety and security and radiation protection will be implemented through four (4) phases: Phase 1: Assessing national needs what cover: collecting information on the equipment and practices, analysis of requirements for education and training defined by the national legal framework in line with international standards and EU directives, estimation of the number of individuals who need those kind of training or educations. Phase 2: Preparation of NETP (national education training programme). This program includes precisely defined activities that have to be carried out in a precisely defined time frame. This programme has to be developed based on results of the phase 1. Government of MNE will adopt this programme. Phase 3: Implementation of NETP (Prerequisite for this is the new Low) Phase 4: Evaluation of NETP ( Implementation and evaluation will be covered by the Working group which will be establish by the Ministry of Sustainable development and Tourism).

Expert Mission Expert mission was realized from 5 to 7 July 2016: Objectives of the misision were: identification of the lead institution (MSDT) and relevant stakeholders which will be involved in the process of establishing the part of national strategy which cover also E&T, to provide advice for the establishment of future strategy for education and training in radiation, transport and waste safety, within the revision of the existing Strategy on Ionising radiation, radiation safety and management of radioactive waste including: identification of the necessity to establish NETP (MSDT and relevant stakeholders obligation), identification of the necessity to establish National Committee with a function to develop, implement and evaluate NETP (MSDT obligation), analysis of the education and training needs of the country review of the national capabilities to provide education and training document providing the general framework for the upgrading existing strategy with reference to education and training;

Expert Mission Representatives from next institution were present: Ministry of Sustainable Development and Tourism (Institution who will develop the new Strategy, lead institution) Stackeholders who can be possible providers for training, (alone or together with others) - Faculty for natural science (TSO), - CETI (TSO), Clinical Centre of Montenegro ( the biggest user of ionizing radiation sources in MNE) • Ministry of Interior – Directorate for Emergency

Expert Mission Results and Achievements: During the second day of the mission, a draft paragraph on the strategic approach for E&T to be included within the document “Strategy on ionizing radiation protection, radiation safety and radioactive waste management with the action plan” was prepared and discussed the four steps of the methodology are described taking into account both the IAEA methodology but also the legal framework of Montenegro the paragraph makes provision for the official establishment of a working group that will work on all four steps of the strategic approach. The members of the working group are going to be nominated by the ministry of Sustainable Development and Tourism. an action plan for the establishment and implementation of the strategic approach will be developed as a guide for the establishment and implementation

Way Forward Next Steps Government have a strong will to establish a sustainable E&T system for education and training, To finish the Low and related secondary legislation related to training issues, To establish the national committee who will for establish, implement and evaluate the NETP. The strategy document will be approved to ensures the future of the national strategy in the country Previous experience on issuing legal documents for the E&T in the field of non-ionizing radiation can be a useful guide for the future. Emphasis on the training of the needed QEs and the staff of the regulatory and inspections body should be given.

Conclusions Montenegro has a strong the will to follow IAEA safety standards to create own national strategy for conducting the necessary professional training for maintaining the competence of a sufficient number of suitably qualified and experienced staff in this field.
