4 National Program for Consumer Protection 2012-2015
Chapter 28: Consumer and Health Protection National Program for Consumer Protection The Consumer Protection Law (″Official Gazette of the Republic of Montenegro″, no. 26/07) is the general framework of the policy for the protection of the consumers; The policies for consumer protection within the particular period and the scope of the priority tasks is performed through the Program for Consumer Protection and the Action Plan for its implementation, according to the Article 116 of the Law. The Government of Montenegro adopted three programs: National Program for Consumer Protection National Program for Consumer Protection National Program for Consumer Protection (adopted by the Government of Montenegro on October 4th 2012). 11 Action plan for the implementation of NPCP
Chapter 28: Consumer and Health Protection Action plan for the implementation of NPCP The Action Plan contains sector activities responsible for the consumer protection, which prescribes the manner of implementation, responsible human resources, timing, pace of implementation, the necessary funding, as well as other requirements for the implementation of the National Program. The Action Plan contains three separate sections: Chapter I: Realization of consumer protection in compliance with the law on the protection of consumers and the further improvement of the legal system of consumer protection Chapter II: Enhancing of consumer protection in certain areas Chapter III: Education and providing consumers with information M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 28: CONSUMER AND HEALTH PROTECTION

13 Non-governmental organizations for the protection of consumers
Chapter 28: Consumer and Health Protection Non-governmental organizations for the protection of consumers The Ministry of Economy, in compliance with Article 120 of the CPA, established a record of non-governmental consumer organizations, Montenegro has two of them, namely: CEZAP and ECOM. In accordance with Article 120 of the CPA consumer organizations are enabled to assist in achieving economic interests and consumer rights by implementing research work and evaluating of the degree of exercising the rights of consumers participate in public discussions during the preparation of laws and regulations governing the rights of consumers participate in the development of the National Program and other measures for the protection of consumer rights M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 28: CONSUMER AND HEALTH PROTECTION

organize education on the protection of consumers and inform the public on their experiences organize offices and the development information networking in order to provide assistance and advice to consumers inform consumers about the protection of the rights procedures before the competent authorities, in particular about the out of court settlement of disputes cooperate with international institutions and organizations dealing with consumers give an opinion in the process of standard setting report to the competent inspection authorities and provide evidence about the products on the market that do not comply to the conditions prescribed by law, applicable standards, and technical regulations perform other duties specified by this Law Assist State and local governments the activities of consumers and their associations in accordance with the National Programme M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 28: CONSUMER AND HEALTH PROTECTION

Representatives of non-governmental organizations for the protection of consumers are members in the: Commission for monitoring and implementation of NPCP Arbitration Board for Consumer Dispute Resolution During the previous four years for the projects of non-governmental organizations a financial support has been provided from the Budget of Montenegro. The NGOs are included in the component of raising public awareness of consumers about their rights under the framework of the IPA Project "Consumer protection and market surveillance“ The NGO "CEZAP" collaborates with the Bulgarian National Consumer active Association as a part of the project "European Consumer bridge." Planned activities Enhancing cooperation between authorities responsible for consumer protection; Realization of planned activities from the National consumer protection; Adoption of the Annual Action Plan for the Implementation of the National Program for Consumer Protection for the period July 2012-June 2013; Preparation and adoption of the Action Plan for the next period from 2013 – 2014.
