IAEA International Atomic Energy Agency RAF/9/049 – Enhancing and Sustaining the National Regulatory Bodies for Safety (AFRA) Review of Objectives and Expected Outcomes Muhammed Lameen Abdul-Malik 2-5 December 2013 Arusha

IAEA Process Highlighted as a Top Priority by Member States through AFRA Task Force Meeting at IAEA in March 2013 with four experts from the region Draft Project Design completed PMO and TO finalised project design Design presented to AFRA Final Submission by AFRA in April 2013 Approved by IAEA in November

IAEA Project Objective To enhance regulatory infrastructure, sustainability and cooperation among national regulatory bodies 3

IAEA 4 Outcome To improve and enhance regulatory body performance and processes based on results of regular self- assessment of the national regulatory infrastructure for safety.

IAEA Why TC? Promotion of nuclear science and technology in a safe way Through various applications (health, food, water, etc) Without IAEA standards (IBSS) on safety met, transfer of technology is difficult and sometimes impossible 5

IAEA Outputs Enhanced capacity for conducting national self-assessment on a regular basis for continuous improvement of regulatory performance Action plan for improvement, and for further development of regulatory infrastructure and processes, developed and implemented Human networking of regulatory bodies through FNRBA, including its thematic working groups, improved and strengthened Operational web platform for knowledge and experience exchange for regulators in place and used regularly 6

IAEA Overview of Lessons Learnt FNRBA Established 14 (out of 34) MS Completed Life Cycle 3 IRRS Missions Planned Capacity Transferred to all regulatory bodies* Increased understanding of SARIS Methodology Various challenges in using methodology

IAEA Critical Assessment FNRBA – What next ? How does it function? Why only 14 MS in 5 years ? Were original goals unrealistic/over-ambitious ? Should we focus on intermediate to advanced MS only (value for money)? How do we overcome challenges with priorities ?

IAEA Rethinking Delivery Encourage sub-regional events Promote national focus More targeted approach (experts to national as opposed to hosting regional events) Smaller Steps – narrower focus Outlining FNRBA role vis-à-vis networking and sharing of expertise

IAEA Challenges and Solutions Defining the Role of the FNRBA  Lead on networking of regulatory bodies and TWG  Lead on web platform for knowledge sharing and experience exchange Budget Constraints  Focus on Self Assessment  Prioritising delivery – targeted assistance ? 10

IAEA This project will help you to identify the gaps BUT it won’t implement the Action Plan Action Plans should identify actions to be taken These actions may be addressed under IAEA assistance, either through TC or NS 11 Self Assessment is not the End

IAEA And Finally…. Please remember to keep in touch (regular reporting, sharing experiences whether good or bad) Help each other, as ultimately it’s your Continent 12

IAEA Thank you!
