4 IAEA 4 Project outputs and outcomes: Findings : uncompliances with the IAEA standards and international undertakings and some aspects critical to effective regulatory control are not in place examples are :  Incomprehensive law  Regulatory body is not clearly defined and effectively independent  Staffing and budget not adequately affected  Some fields are excepted from the scope of regulatory controle like mining PP and military activities  Clear responsibility to the operators  The graded approach  The protection for present and the future generations RAF9038 Final Coordination Meeting

6 IAEA 6 Project outputs and outcomes: SAT exercise benefits first to CNRP staff : it shows the importance of auto evaluation exercise elements It benefits to the legislative expert group members (who left the conservative attitude after the revolution example Transparency, responsibilities, liability....) All questionnaire items were considered and the reference documents studied by the group as the new BSS, the COC, GSR1... The review of the d rafted nuclear law by the CNRP staff who participated to the exercise, and the new staff members Progress made in regulations, Decrees drafted, EP national plan, training plan adopted as well as inspections programme RAF9038 Final Coordination Meeting

7 IAEA 7 Project outputs and outcomes: The most added value to the CNRP is the involvement of new staff members : Medical Physicians, Informatics engineer, labour doctors nuclear medicine specialists and the expert group of lawyers from many ministries : Prime Ministry High Education and research, Justice, interior, Environment, Transport, Finance, Foreign Affairs and Industry... The decision taken to create a new Nuclear Authority : ANSN and a separate Nuclear Atomic Energy Promotion RAF9038 Final Coordination Meeting

8 IAEA 8 Project outputs and outcomes: Lessons learned : The way to have a comprehensive law and to prioritize the program of regulations to be drafted To complete the national policy and strategy for nuclear safety The importance of national and international cooperation and the implementation of the national engagements with the international community :Complete the conventions and agreements RAF9038 Final Coordination Meeting

9 IAEA 9 Challenges: Training / understanding First meeting on SAT under /9/038 was held in Tunisia with participants from afican francophone countries training workshop on the role of self assessment and and use of the software (first version) Sat team, SAT implementation programme and initiation with local team : CNRP staff MOH staff and other ministries : Prime ministry, MHESR, M of Justice, Environment and Industry Tunisia participated in Niamey Workshop : experience and lessons learned RAF9038 Final Coordination Meeting

10 IAEA RAF9038 Final Coordination Meeting Training / understanding (cont) Persons trained are : SAT team, SAT implementation programme : local team : CNRP staff: Administrator, responders MOH staff and other ministries : Prime ministry, MHESR, M of Justice, Environment and Industry : Evaluators Many trained persons left (promotion, retiring...) 10

11 IAEA 11 Challenges: Personnel : Non-availability of key team members for the Analysis Phases Time : We did not give importance to the time : many concomitant priorities, many changes in the staff members of other organizations Nuclear Law drafted and evaluated by The IAEA, to be officially presented to the government : but after the new constitution promulgation and the election of the new government Implementation of the new software using new BSS new GSR in the decrees in progress RAF9038 Final Coordination Meeting

12 IAEA 12 Challenges: Technical (software, question-sets, etc.) Difficulties with web version installation so that we worked essentially with the version alone Networking difficulty during renewal of PC equipment in MOH and CNRP Difficulty to motivate the new staff members : not trained Personnel not trained for SARIS RAF9038 Final Coordination Meeting

13 IAEA 13 Improvements to regulatory infrastructure: Improvements to the regulatory framework : A new Nuclear Law to be promulgated ASAP after the elections, A project of a new regulatory Body effectively independent ANSN “Autorité Nationale de Sureté Nucléaire” under the Presidency of the government Improvement in regulations related to the Nuclear law drafts Adoption of Training program for staff : creation of Masters Professional and research in medical physics Health physics and radiation Protection Adoption of inspections program using the graded approach. 14 IAEA 14 Improvements to regulatory infrastructure: Improvements planned Introduction of auto evaluation in other activities like transport Emergencies, waste management and Quality management Continue the networking in self assessment to share experience trogh networking with other countries National workshop for SAT exercise in transport and move to SARIS : planed but reported to 2014 RAF9038 Final Coordination Meeting

17 IAEA 17 Relevant observations: Need of training of the staff on self assessment prior to the exercise : the new staff members As good practices : close cooperation between the different competencies in the same country and the good use of relevant attached technical IAEA Documents and standards Need to share the lessons learned wit other members of the network and to measure the benefits and to complete the CYCLE Include the SA in the quality management program and the safety culture Use SA in any other area, to be improved to identify gaps, needs and performance, in your field of actions RAF9038 Final Coordination Meeting

19 IAEA RAF9038 Final Coordination Meeting Next steps : New cyclez SARIS Use quantitative and objective criteria for the analyse phase, for the improvements made and for the performance criteria Better define mechanisms of improvement (law, regulations, procedures; E.g. : haw to change the procedures if the law take a long time to be changed ) Haw and who evaluate the action plan and its implementation time frame : IRRS in witch phase of the cycle ? For the follow up develop a continuous communicating system of SA results among similar countries. 19
