3 Technical evaluation - Meters Technical evaluation will be conducted over three phases per meter type Phase 1: Gatekeeper evaluation, Product A&B Schedules, Risk and Support Duration: 1 month Phase 2: Meter and software evaluation Duration: 4 months Phase 3: Accelerated environmental stress testing (if required) Duration: 4 months NB: No previous evaluations, supply agreements and contracts has any input on this evaluation. 4 Gatekeeper, A&B Schedules and Risk & Support Questionnaire – Excel Sheets The excel files, contains the following sheets that need to be completed: General questionnaire Technical gatekeepers A&B schedule Risk and Support Questionnaire Deviation Schedule (Control of new products and version changes document ) All information must be completed in electronic format in the Excel sheets requested. Excel sheets should also be completed in PDF/Hard copy for audit trail purposes Do not password protect the Excel sheets.

5 Gatekeeper, A&B Schedules and Risk & Support Questionnaire – Excel Sheets Cont Each tender shall pass all Technical Gatekeeper criteria as listed in the relevant excel files under “Gatekeepers” Tenders not meeting any of the Technical Gatekeepers shall be immediately excluded from any further evaluation. Include all relevant supporting documents, references. No documents would be accepted subsequent to the tender close. Suppliers to provide 2 x prototype devices by the 07 April 2016 at 10h00, per item, for which a tender is being submitted. The respective meter software shall also be submitted for evaluation Probes for the configuration of the meter shall also be submitted if the meters are not compatible with the standard Eskom optical probe, type Kocos METES OPO2 Failure to provide above prototypes and software, on the required submission date, shall result in the exclusion from any further evaluation.

8 Phase 2 – Meter & Software Evaluation Prototype meters and their respective software shall be functionally evaluated and tested against the requirements of the respective specifications Software Evaluation Security features of the software Tariff implementation through software Miniflex scheme evaluation Remote verification (applicable to programmable meters) MV90 and MVLT compatibility test (applicable to programmable meters) Status alarms and event recordings

9 Phase 2 – Meter & Software Evaluation Cont Meter Evaluation Physical dimensions and attributes i.e. terminal arrangements, dimensions, screws, sealing, communication ports and pulse outputs Compatibility of with the Eskom optical probe, type METES OPO2 Laboratory Test Accuracy testing of meters at defined test points Accuracy testing of meters under harmonic conditions Burdening on CT and VT Short time withstand current Short time withstand voltage

10 Phase 3 – Accelerated Environmental Stress Testing Eskom may choose to subject certain meter types, which have passed phase 1 and phase 2 of the technical evaluation to AEST. Vibration and drop tests Temperature and humidity cycling Supply voltage / load current profile Voltage interruptions Voltage dips Fast transient bursts Electrostatic discharges Lightning impulses Meters that subjected to AEST are required to pass all the above tests without compromising any of the meter functionality
