Outcomes from EMODnet/MSFD coordination meetings A. Giorgetti, M. Lipizer, M. Vinci EMODnet Chemistry, 3 rd year meeting, June 8-9, 2016 Helsinki, Finland

With the start of EMODnet phase II, DG MARE, DG ENV and relevant actors agreed on a coordinated process and started developing potential contributions to identify how EMODnet can best contribute in practical terms to the MSFD and what concrete actions are required to make this happen. EMODnet/MSFD coordination meetings A formal EMODnet – MSFD coordination table has been defined, joining together DG MARE, DG ENV, EEA, HELCOM, OSPAR, ICES, UNEP/MAP, BSC, representatives of MS involved in MSFD, EMODnet Chemistry, Biology and Human Activities. Three Coordination meetings so far:

Expand data coverage and data centres connections (research and monitoring) Optimise the validation loop (dynamic harvesting, QA/QC) in time and types of parameters, to produce harmonised, aggregated and validated regional data collections Optimise product generation, including interpolated concentration maps in time and space Compute additional indicators (ratios, transparency,…) Increase performance of discovery, access and viewing services Integrate EMODnet Chemistry in MSFD implementation Long term objectives:

Main outcomes: While much of the chemistry and contaminant data are well organized within OSPAR and HELCOM, EMODnet Chemistry has a more useful role in the Mediterranean and Black Sea where these outputs are less well organized. The dialogue with OSPAR and HELCOM helps to share the long established experience in data management and environmental assessment with the other basins and to provide Europe-wide perspectives for benefit to the other regions.

Main outcomes: EMODnet Chemistry visited Black Sea Commission (BSC) in December 2014 for initial discussion BSC participated to EMODnet Chemistry annual meeting (16 th June 2015) EMODnet Chemistry participated to 31 st BSC Regular Meeting (8 th October 2015) Resolution: The Commission welcomed the possibility of cooperation with EMODnet Project  We are jointly working on Memorandum of Understanding with the Commission on the Protection of the Black Sea Against Pollution (Bucarest Convention) to formalise cooperation with the objectives to…

Main outcomes: …formalise the cooperation, where: EMODnet Chemistry gives access to regional products for supporting management of MSFD indicators EMODnet will participate to the Advisory Groups meetings (PMA-Pollution Monitoring and Assessment, LBS-control of pollution from Land Based Sources) BSC will support EMODnet in data uptake by identifying and mobilising additional data sources in the Black Sea BSC will contribute to validation of products with regional experts BSC will participate in EMODnet Experts Workshops BSC will join in EMODnet Phase 3 proposal Interaction essential for tuning EMODnet results to fit BSC purpose

Meeting with UNEP-MAP to find synergies and integration, to connect the existing data infrastructures Additional contact with INFO – RAC, planned meeting July 19, 2016 EMODnet Chemistry should provide services to UNEP – MAP through INFO – RAC Sinergy with DG ENV project ACTION MED on Gaps and Needs for MSFD in the Mediterranean Sea Main outcomes:

Relationship with IPChem IPChem is the European portal to provide access to Chemical data for all matrices, including food, air, etc. DG MARE asked to link EMODnet Chemistry to IPChem Series of joint meetings to define the interaction Definition of layer of data sharing based on metadata and data content model specifications  contaminants public data Request for agreement with partnership Dedicated buffer provided to IPChem team with guidelines (12/04/2016) Some initial support Draft version is ready and will be shared initially with the coordinator only

Relationship with ActionMed ActionMed aims to develop Action Plans for Integrated Regional Monitoring Programmes, Coordinated Programmes of Measures and Addressing Data and Knowledge Gaps in Mediterranean Sea (DG ENV/2014) Subtask 4.1.1: Analysis of the fitness for purpose and completeness of EMODnet portals in the Mediterranean area (lead: OGS) within Activity 4: “The information Management System for Knowledge and Data Update” Workshop 1: “Gaps and Needs” representative of EMODnet portal and MS authorities; (Venice, February 2016)

Interaction with Marine Pilot for INSPIRE compliance  INSPIRE Marine pilot aims to facilitate compliance with INSPIRE,  EMODnet-INSPIRE technical workshop, 7-8 December 2015, Brussels to address the mapping of the EMODnet data to INSPIRE spatial objects, and the relation between INSPIRE network services.  EMODnet Chemistry services are not fully compliant with INSPIRE rules  EMODnet Chemisty information needs to be mapped with INSPIRE Data Model  EMODnet Chemistry services needs to be completed with features requested by INSPIRE rules Metadata Discovery Service Network Services Data and service sharing
