1 Alignment and Integration to MSFD
EMODnet Biology II ( ) Alignment and Integration to MSFD (11 SEPTEMBER 2013) Neil Holdsworth, ICES

2 In Conclusion... EMODnet bio clearly can play a key role in MSFD provisions Engagement with Regional Sea Conventions, and other actors is needed Plenty of work, don’t need to duplicate

3 BACKGROUND: Who’s pulling the strings...
DG-MARE (Maritime Affairs) Blue growth Blue technology Shipping Wind/Wave energy Fisheries and Aquaculture DG-ENV (Environment) & EEA Effect of pressures from exploitation Impacts on environment of human activity Intrinsic value of environment

4 BACKGROUND: and the tools they have...
DG-MARE (Maritime Affairs) Data Collection Framework (DCF) and DC-MAP Marine Knowledge 2020 EMODNET DG-ENV (Environment) & EEA Water and Marine Framework Directive (WFD/MSFD) Habitats, Bathing water etc. Directives INSPIRE (Public body spatial data) WISE and WISE-Marine

5 WG-DIKE (tech sub-group)
TIMELINE: Some important events Marine knowledge 2020 MODEG est. EMODnet phase I EMODnet phase II 2007 2009 2011 2013 2015 2018 GES, ESA and WG-DIKE WG-DIKE (tech sub-group) MSFD INSPIRE

6 1) Role of Regional Sea Commissions (RSC’s)
Commission has clarified since the drafting of EMODnet II tenders Expectation to use/adapt existing data products/indicators 2) MSFD CIS* A series of papers developed and agreed through Commission working groups Have implicit member state acceptance through marine directors Provide guidance but not specifics on the ‘how to’

7 MSFD DATA FLOWS: COHERENCY
MS to achieve coherence and consistency within and between MSFD regions/sub-regions Regional coordination not so evident from reporting Need for support from Regional Sea Conventions Streamline data/information management

8 Indicators and data products Data and observations
Monitoring programme reporting Art 19.3 WISE-marine Art 11 WISE-Marine

9 Possible structure for Programmes
Programme: eutrophication Benthos Plankton Oxygen Nutrients Input loads Area-based study Environment: state/impact Measures: pressure reduction Environment:investigative Environment: pressure Accommodate: Areas of higher intensity (= WFD operational) Areas of lower intensity (= WFD surveillance)

10 Possible structure for D1, 3, 4, 6
State/ impact: Birds Mammals, reptiles Fish, cephalopods Pelagic (plankton) Benthic community Physical: Bathy/ substrate Chemistry N, P, O2 Oceanography T, S, currents D3 Commercial fisheries D1 Biodiversity (mobile species groups) D6 Seafloor integrity D1 Biodiversity (seabed habitats) D4 Food webs D1 Biodiversity (water column habitats) Pressure Physical loss/damage Hydrological changes Extraction of spp. Activities Coastal Fisheries Sand & gravel Oil & gas Renewable energy Measures (existing only for 2014) Area-based measures MPA effectiveness EIAs Examples: Assessments

11 Data assembly standards
WG-DIKE and WISE-Marine Strategy for activities under Art 19.3 DIKE-7/2013/05 Data assembly standards Data access Data discovery

16 MSFD Data flows EMODnet Chemistry example: As proxy national data node
As regional product assembly EMODnet Biology may also consider these approaches

17 MSFD Data flows: next steps
DIKE technical workshops on descriptors DIKE October 2013 to agree to approach (and marine directors) Elaborate on each descriptor business process, per region Start in January 2014 with D5 and D8 (Eutrophication and Contaminants) Up to 3 more workshops to be arranged in 2014 around other descriptors

18 In Conclusion... EMODnet bio clearly can play a key role in MSFD provisions Engagement with Regional Sea Conventions, and other actors is needed Plenty of work, don’t need to duplicate
