5 Water Food security Health Disaster risk reduction 4 initial GFCS priority sectors

6 GFCS structure

7 1) Bridging global observational gaps 2) Incorporating non-traditional data 3) Data exchange issues 3 key challenges:

Research, Modeling and Prediction: towards a seamless transition

9 Climate Services Information System

10 User Interface Platform

11 Examples of initial GFCS elements 31 st Greater Horn of Africa Climate Outlook Forum; Djibouti, May 2012 IGAD Pilot RCC: Greater Horn of Africa consensus-driven climate outlook; July - September 2011 Capacity Development to extend GFCS benefits to the developing world

Other examples

Possible initial implementation activities & projects Establish Framework leadership & management Define national mandates in climate services provision Strengthen capabilities in disaster risk reduction Improve communication between climate, agriculture and food security communities Enhance partnerships between climate services and water resources management Develop national working groups in climate and health Improve decision-making on climate-related risks Strengthen climate information regional infrastructure Advance in data recovery and digitizing Launch pilot projects

14 End 2012: A detailed GFCS implementation plan aligned with WMO Congress decisions will be considered at the inaugural Framework Board intergovernmental plenary meeting; End 2013: Organizational phase completed, including supporting secretariat and the relevant management & technical committee structures; End 2017: Global access to improved climate services for the 4 initial priority sectors, establishing the relevant technical committees and a communication programme; completion of GFCS implementation mid-term review; End 2021: Global access to improved climate services across all climate sensitive sectors Anticipated GFCS milestones beyond the WMO Congress extraordinary session

Summing-up 3 closely-related issues:  Adaptation to climate variability and change  Disaster risk reduction  Sustainable development & societal benefits Requirements:  Reinforcing developing countries' adaptive capabilities  Multidisciplinary partnerships across all sectors  Capacity building to be seen as an investment, not an expenditure A key opportunity:  A Global Framework for Climate Services
