6 MESA PROGRAMME DESCRIPTION MESA will reinforce the framework and cooperation/exchange between Europe and Africa to develop operational information services based on satellite and ins-situ Earth Observations for environmental management and security in Africa Security= protection of population against damages to living ( ecosystems, deforestation, depletion of fish stocks, land degradation…) and non living things ( buildings, roads and other infrastructure…) due to stresses ( fires, floods, drought, pollution …) ( ecosystems, deforestation, depletion of fish stocks, land degradation…) and non living things ( buildings, roads and other infrastructure…) due to stresses ( fires, floods, drought, pollution …) Beneficiaries ACP Secretariat, CEMAC, ECOWAS, IGAD, IOC, SADC countries

7 MESA PROGRAMME MESA Programme Overall Objective nationalregional continentalpolicies and development plans “To support African decision-makers and planners in designing and implementing national, regional and continental policies and development plans towards sustainable development MESA Programme Purpose information managementdecision-makingplanning capacity “ To Increase information management, decision-making and planning capacity of African continental, regional and national institutions mandated for environment, climate, food security by enhancing access to and use of Earth observations” Continental Climate THEMA Overall Objective and Purpose

8 ACMAD Continental Climate THEMA Continental Climate THEMA Overall Objective “To increase climate information within the African continent through enhanced capacity of African continental, regional and national institutions by providing new and improved climate services for Disaster Risk Reduction (DRR) and enhanced regional collaboration through better access to Earth Observation, communication, strengthened policy frameworks and capacity building.” Continental Climate THEMA Purpose “Enhanced capacities to manage climate related disasters through improved climate services, information and training.” Continental Climate THEMA Overall Objective and Purpose

11 Nr. Result Area Thematic Key Components and Activities Operational Activities /tasks 1 Improved and sustainable access by African stakeholders to Earth Observation (EO) data and information at continental, regional and national levels. 1. Accessing Climate and Environmental Data 1.1.Installation, maintenance and operation of Stations 1.2. Development, Installation, maintenance and operation of GEO-Portal with data server, applications server and web interface 2 Two New Operational Climate Services related to DRR based on Improved Earth Observation data and other information services available, contributing to better decision making and planning at continental, regional and national levels for DRR and CCA. 2. Climate Services: Climate Change Assessment, Drought service and Seasonal Climate Forecast Definition of Indices and Thresholds, Algorithms, Mapping /graphs with data and products Producing Technical notes, Reports/Bulletins and briefs 2.1. Definition/specification of Products and Services 2.2. Development 2.3. Integration 2.4. Validation 2.5. Operation 2.6. User Support&Feeback 3 Improved collaboration within African Regions and between Africa and Europe. 3. Improved collaboration within African Regions and Europe Contribution with climate information to other services Coordinating continental climate bulletin with other RICs Contributing to continental bulletins through continental climate information 3.1. Exchanging Information, Experts, Algorithms 3.2. Selection of appropriate services relevant to continental level and other RICs 3,3, Downscaling, up-scaling and dissemination of products, bulletins, reports 3.4 participation to technical for a and meetings 4 Strengthened political and policy development frameworks sufficient to ensure an active and sustainable participation of stakeholders in initiatives concerning the DRR and CCA 4. Strengthening the Role and Information on Africa in International DRR and CC-relevant Political Frameworks Supplying User Friendly Products to Policy makers. Supply Emergency Organizations with well translated Climate Information for DRR. Effective Climate Risk Communication 4.1. Policy and Decision Makers Sensitization 4.2. Participation in Fora 4.3. Continental Steering Committee 4.4. Enhancing Visibility 5 Increased knowledge and capacities of African stakeholders with regard to EO, CCA and DRR information (sources, uses, limitations, policy implications, etc) that will contribute to sustainable and long-term benefits by Enhancing Climate Knowledge and Skills 5. Enhancing Climate Knowledge and Skills Basic: GIS, EUMETCast, e-station/EMMA software (by JRC and EUMETSAT) Medium (NMHSs): Drought Monitoring, seasonal forecasting and climate change assessment (by ACMAD and RICs) Advanced (Universities): Drought, climate change assessment, seasonal forecasting with Data from observations, reanalysis and Models ( by ACMAD, UoN and UCAD) 5.1. Training Preparation 5.2. Continental Climate Service Trainings 5.3. Regional Climate Services Trainings 5.4. Climate Service Distance Education 5.5. On-the-Job training 5.6. University Programme
