AGENDA ITEM 4: FOLLOW-UP ON THE DECISIONS OF THE WORLD METEOROLOGICAL CONGRESS ON THE INTERGOVERNMENTAL BOARD ON CLIMATE SERVICES AGENDA ITEM 4.1.1: PILLARS OF THE GFCS www.wmo.int/gfcs

Structure

Draft Implementation Plan of the GFCS Chp 1: Introductio Chp 2: Benefits from GFCS Chp 3: Scope of the IP Chp 4: Implementation of the GFCS Cpt 5: Enabling mhphanisms Chp 6: Resources mobilization Chp 7: Conclusions and Recommendations Annexes UIP CSIS OBS & Mon Res, Mod & Pred Cap Dev Agriculture DRR Health Water Consultations

Objectives 1.User Interface Platform structured means for users, climate researchers and climate service providers to interact 2.Climate Services Information System generate and disseminate climate information that is essential for climate services 3.Observation and Monitoring address observation gaps and shortcomings in physical, biologican and environmental data, building on existing observational, data management, and exchange systems and initiatives 4.Research, Monitoring and Prediction improve our understanding of climate and to develop core prediction tools, applications, and products 5.Capacity Development Component enable countries to provide more and better climate products and information

UIP – Major gaps Lack of structured process to identify user needs Limited dialogue between climate research community, service providers and users Mismatch in the availability and use of information The way information is delivered Limited user feedback

CSIS – Major gaps Better coordination and standardization of operations, particularly exchange of routine data and products Implementation of Regional Climate Centres able to provide adequate support to countries Capacity development in developing countries to strengthen national CSIS functions and operations worldwide Coordination among national stakeholders in contributing to and benefiting from CSIS operations

Obs & Mon – Major gaps Many key regions and climatic zones remain poorly observed Weakness in observational coverage of important oceanographic (ocean currents, mass flux, salinity, etc) and terrestrial parameters (ground water, permafrost, lake levels, etc.) Collection, standardization and access to socio-economic, biological and environmental data Timely access to data in many locations Data rescue

RMP – Major gaps Communication between communities of scientists and practitioners Lack of seamless suite of climate products for contiguous time scales from weather to centenial climate projections Limited or unknown predictability for a range of key time- space scales Lack of comprehensive approaches and experience in dealing with uncertainty Last mile between science products and service-oriented climate information

Capacity Dev – Major gaps Implementation of Regional Climate Centres Capacity development for information and service providers at national level Establishing effective UIP at all levels Improving climate literacy of users National policies, legislation, infrastructural, institutional and human capacity Standards and procedures for producing and providing climate services Coordination among relevant stakeholders

Thank you for your attention www.wmo.int/gfcs

Priority activities 1.User Interface Platform Identifies projects under each priority area 2.Climate Services Information System Identifies 8 priority projects that relate to the production and delivery of CS 3.Observation and Monitoring Identifies 14 priority projects that relate to the observation network 4.Research, Monitoring and Prediction Identifies 17 priority projects that relate to basic and applied climate research 5.Capacity Development Component Identifies 6 priority project areas that are in accordance with the WMO Capacity Development Strategy
