BACKGROUND The History: In the late 1990s, many different business analysis techniques and methodologies were introduced. In 2003, the International Institute of Business Analysis was formed. The mission of IIBA® is to develop and maintain standards for the practice of business analysis and for the certification of its practitioners. 1994/1995 Object Modeling 2004 IIBA BOK Committee 2009 Version 2.0 IIBA BA BOK® 1992 Zachman Framework 2003 First IIBA Meeting 2005 Version 1.0 IIBA BA BOK® IIBA Evolution IEEE Guide

BACKGROUND Momentum’s History: Momentum, Inc. is a leading Women Business Enterprise based in Camp Hill, Pennsylvania providing Management Consulting services throughout central Pennsylvania and beyond. 6 “Business analysis is the set of tasks and techniques used to work as a liaison (or bridge) among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals.” – IIBA BABOK v2.0 Effective business analysis ensures that the “right” solution is developed or acquired that truly fulfills the needs of all stakeholders. WHY GOOD BUSINESS ANALYSIS IS IMPORTANT?

WHAT IS BUSINESS ANALYSIS MATURITY? Established enterprise standards, procedures, and governance Standardized infrastructure, development methods, and operational procedures Increased business agility, i.e., the ability to adapt quickly as the environment changes Reduced project risk through applied business analysis skills Improved alignment between business and IT Increased ability to re-use requirements Faster time-to-market with selected solutions Organizations characterized as “mature” in regards to business analysis exhibit the following characteristics:

BA MATURITY ASSESSMENT FRAMEWORK People Organizational PlacementCompetency Building Organizational AwarenessTraining Role Definition Management Support Process Enterprise AnalysisElicitation Solution Assessment & Validation Req. Management & Communication Planning & Monitoring Requirements Analysis Tools & Technology Modeling ToolsRequirements Repository Estimation ToolsTraceability Tools Analysis Tools Software Applications

BA MATURITY ASSESSMENT APPROACH Momentum has developed an easy way to complete Business Analysis Maturity assessments, scorecards, and improvement roadmaps: The Approach Two assessment phases – initial and detailed Scorecard which outlines current capabilities and areas for improvement Improvement roadmap which provides short-term and long-term improvement strategies The Results Customized implementation strategies designed to maximize the value of the business analysis maturity components with a managed, phased approach designed to produce significant benefits

BA MATURITY ASSESSMENT APPROACH While a comprehensive, enterprise-wide implementation of business analysis best practices would be ideal, it is not always practical. There are many benefits of using a phased approach: Easier to “sell” smaller BA methodology enhancements to upper management ROI can be documented at each stage Allows organization to implement improvements coordinated with PMLC and SDLC maturity levels

ASSESSMENT SCORECARD People Process Tools & Technology Organizational PlacementCompetency Building Organizational AwarenessTraining Role Definition Management Support Enterprise AnalysisElicitation Solution Assessment & Validation Req. Management & Communication Planning & Monitoring Requirements Analysis Modeling ToolsRequirements Repository Estimation ToolsTraceability Tools Analysis Tools Software Applications

IMPROVEMENT ROADMAP Identified areas for improvement prioritized to align with overall organizational goals Suggested actions and estimated timeframes to address gaps between current performance levels and desired performance goals Multi-level plan that outlines suggested timeframes to re-assess and re-baseline BA performance

Momentum’s Business Analysis Assessment provides the flexibility to focus the assessment on pre- determined areas or the entire organization. The customer can then decide whether to proceed with the planning and implementation phases. It results in a quick method to achieve value and ROI within the organization. PUTTING IT ALL TOGETHER Use BA Assessment to identify areas for BA development Use a Phased Approach to Assess, Plan, and Implement improvements Quick wins and long-term strategy

Case Study Timeline: 2007 – Performed business analysis overview training, mentored business analysts, observed performance during pilot project and provided assessment 2008 – Developed applicable templates and outlined business analysis processes aligned with existing PMO processes 2009 – Began joint partnership to provide additional resources and further develop BACoE standards, processes and templates Present – Expanding business analysis services to a greater number of projects and service offerings Future – Will continue training and mentoring newly acquired in-house business analysts to ensure alignment with developed methodology CASE STUDY – UNDERSTANDING THE PROBLEM Assessment Results: Lack of Skill Development No Methodology No Monitoring of Task Execution No Process Refinement

CASE STUDY - SOLVING THE PROBLEM Identifying and implementing strategies that address each component – People, Processes, and Tools & Technology: Skill Development  Analysis Skills (e.g., process modeling, estimating, decision analysis, etc.)  Underlying Competencies (e.g., leadership, communication, industry knowledge, solution knowledge) Methodology Development  Processes (e.g., elicitation, documentation, requirements analysis, etc.)  Templates (e.g., requirement specifications, traceability matrices, etc.) BA Task Execution & Monitoring  Business Analysis Return on Investment Methodology Refinement
