One of the commitments FDOT made to the FHWA (Federal Highway Administration) during the PD&E was to ensure I-4 improvements are responsive to changing conditions Resulting in the 2008 Re- evaluation and Systems Analysis of the I-4 Corridor conducted by an Independent FDOT Consultant In Section 4 of the I-4 Design Project, Consultant identified the closely spaced signals at the proposed SUL (Special Use Lane) interchange at South Street would result in significant delays in downtown Orlando, and traffic backups along the SUL ramps to and from I-4.
