But it doesn’t, and for many reasons Tom Amabile Senior Emergency Services Coordinator San Diego County Office of Emergency Services

Public still looks to local government to provide guidance and appropriate response Belief that local government has more authority than it does Nuclear power remains controversial Don’t understand how a nuclear powerplant works Don’t understand ionizing radiation We fear what we don’t understand

Elected officials are taking an interest in the decommissioning Much of their focus is on the spent fuel New agencies in the mix: CPUC Coastal Commission State Lands Commission U.S. Navy (Landowner)

Most are grateful SONGS is shutdown Need to address their on-going concerns Spent fuel - Get It Off-site NOW! Dry Cask Storage and ISFSI Type and design of casks chosen Location of ISFSI Photo by Katie Schoolov

Independent monitoring capability Independent dose assessment capability Consistent messaging to the public Continued coordination among off-site jurisdictions

Changes have been made: Local policies – Interjurisdictional Policies (IP) Yellow phone notification procedures Local Plans IPC jurisdictions will continue to have a plan specific to an emergency at SONGS Janell Harriman Senior Emergency Management Program Coordinator Orange County

IPC jurisdictions will maintain SONGS specific emergency response plans Offsite Dose Assessment Center will maintain ODAC response procedures

Continued participation in training & exercises Offsite participation Off-site Liaison in the SONGS Command Center EOC’s Orange County will maintain personnel and equipment – EOC and ODAC The public expects independent analysis apart from the Plant Cross checking and verifying what Edison states is occurring at the plant

State Funding – NPP Allowed for planning and preparedness costs, equipment purchase & calibration, training, and exercises costs SONGS has agreed to continued funding – MOU signed in December 2015

MOU establishes a way for the Utility to continue to fund offsite emergency planning, training, equipment maintenance and calibration and emergency response costs Establishes 100% funding for 5 years through FY (or until all of the spent nuclear fuel is removed from the spent fuel pools), 75% funding in the 6 th year-FY , and 50% funding the 7 th year-FY MOU has been signed by the Utility, two Counties, and three Cities
