6 HSEMD, IDALS, CFSPHAnimal Disease Emergency Local Response Preparedness, 2008 Local Emergency Management Coordinate all community support and response resources – Personnel, logistical support, supplies, equipment, vehicles, food, lodging and administrative support Activate, staff and manage the County EOC Coordinate communications – Local agencies and responders Coordinate delivery of information – Coordinate with IDALS to ensure consistent messages Record keeping and message flow activities Support response and recovery with all available resources

7 HSEMD, IDALS, CFSPHAnimal Disease Emergency Local Response Preparedness, 2008 Law Enforcement Establish quarantine perimeters – Perimeter determined by State Veterinarian – Possibly 6.2 miles or more Enforce quarantine zones and animal movement restrictions Site security and conflict resolution For suspected deliberate incidents, – Coordinate and assist with investigation Iowa Dept of Criminal Investigation Federal Bureau of Investigation Support response and recovery with all available resources

10 HSEMD, IDALS, CFSPHAnimal Disease Emergency Local Response Preparedness, 2008 Environmental Health Department Assist with – Environmental permitting issues – Air and groundwater pollution/ contamination issues Carcass disposal, disinfectants – Vector (insect) control, when applicable – Management of lagoons, slurries and other byproducts of animal operations Support response and recovery with all available resources

11 HSEMD, IDALS, CFSPHAnimal Disease Emergency Local Response Preparedness, 2008 Local Government Officials The Local Government Officials are responsible for their respective city or county emergency operations, including assuring continuity of resources The County Board of Supervisors is responsible for all county emergency operations outside corporate city limits

16 HSEMD, IDALS, CFSPHAnimal Disease Emergency Local Response Preparedness, 2008 Livestock Industry Groups Liaison to livestock industries affected by ADE Identify individuals qualified to assist in response Develop a list of qualified appraisers Provide assistance to families affected Provide support for disease control and eradication activities Assist in dissemination of information to industries and public – Close coordination with IDALS public information officer to ensure consistent messages Support response and recovery with all available resources
