 Community Development Block Grant (CDBG)  HOME  Emergency Solutions Grant (ESG)  Housing Opportunities for Persons with AIDS (HOPWA)

 Direct annual grants to eligible metropolitan cities and urban counties (entitlement communities)  Funds can be used to revitalize neighborhoods, expand affordable housing and economic opportunities, and/or improve community facilities and services, principally to benefit low- and moderate-income persons

 Cities with population over 50,000  Designated a principal city of a metropolitan area  Urban county with 200,000+population

 Higher of two formulas  Overcrowded housing, population and poverty; or  Pre-1940 housing, population growth lag and poverty

 Provides housing assistance and related supportive services for low-income persons with HIV/AIDS and their families.  Grants provided by formula allocations to States and metropolitan areas with the largest number of cases and incidences of AIDS.

 Street Outreach and emergency shelter activities  Homeless Assistance  Homelessness Prevention  HUD allocates ESG funds annually based on the formula used for the Community Development Block Grant.
