2 Community Development Block Grant Program Primary objective is the development of viable urban communities by providing: Decent housing, A suitable living environment, and Economic opportunity. Activities must meet one of three national objectives: Benefit to low and moderate income persons, Aid in the prevention of slums and blight, or Meet an urgent need.

3 Home Investment Partnership Program Primary objective is to: Expand the supply of decent, safe, sanitary, and affordable housing, Strengthen the ability of local governments to provide housing, and Expand the capacity of non-profit community based housing development organizations. Matching Funds: 25% local match for HOME funded projects. Non-Profit Participation: 15% set-aside for certified Community Housing Development Organizations.
