5 Homeownership Programs Section 502 Direct Direct agency loans (USDA is the lender) for homebuyers with 80% of the area’s median income or less – 100% financing, with rates subsidized based on income, as low as 1%; 33- to 38-year fixed rate – Requires first-time homebuyer counseling and prequalification with USDA

6 Homeownership Programs Guarantee Provides a 90% loan guarantee to approved lenders providing low- and moderate-income households with home loans. – Applicants should contact an approved lender.

7 Homeownership Programs Section 504 Home Repair Provides loans to very-low-income homeowners to repair, improve, or modernize their homes – Must be homeowner and occupy house, be unable to obtain affordable credit elsewhere, have a family income below 50% of the area median income Provides grants to elderly very-low-income homeowners to remove health and safety hazards. – Must be age 62 or older and unable to repay a repair loan

8 Homeownership Programs Mutual Self-Help Housing Provides grants to qualified organizations to help them carry out local self-help housing construction projects. – Grant recipients supervise groups of low-income individuals and families as they construct or rehabilitate their own homes in rural areas. – The group members provide most of the construction labor, with technical assistance from the organization overseeing the project.

9 Multi-Family Housing Programs Financing for the development/renovation of affordable rental housing in rural areas (low- and very-low-income) Rental assistance for qualified very-low income residents of USDA-financed apartment complexes (keeps rent at no more than 30% of renter’s monthly income)

10 Community Facilities Loans for construction or renovation of essential community facilities and/or purchase and installation of necessary equipment; small grants as part of a financing package in low-income, high-need communities – Facilities may include emergency services, health care, public buildings, shelters – Applicant must be a public body, nonprofit, or tribe – Project must serve a rural area or community of less than 20,000

11 Infrastructure Water and Environmental Programs – Technical assistance and financing for rural communities, special improvement districts, tribes and HOAs to develop drinking water and waste disposal systems. Broadband Programs – Loans for construction, improvement, and acquisition of facilities and equipment, on a technology neutral basis, to provide broadband service to eligible rural communities. Telecommunication Programs – Loans for improvement, expansion, construction, acquisition, and operation of telephone lines, facilities, or systems to furnish or improve telecommunications service in rural areas.

12 Community Programs Rural Community Development Initiative Grants Program Provides funding to help nonprofit housing and community development organizations support housing, community facilities, and community and economic development projects in rural areas. – Eligible applicants include public bodies, nonprofits, and federally recognized tribes. – Minimum grant of $50,000; maximum grant of $250,000 awarded through competitive process.

13 Business Financing & Energy Funding for rural small businesses through loans, loan guarantees, and grants. Funding for renewable energy systems and energy efficiency improvements for producers and rural small businesses. 14 Business Programs Rural Business Development Grants Grants for targeted technical assistance, training, and other activities leading to the development or expansion of small and emerging private businesses in rural areas. – Business must have fewer than 50 employees and less than $1 million in gross revenues. – Rural public entities are eligible, including but not limited to towns, communities, state agencies, nonprofits, institutions of higher education, federally recognized tribes, and rural cooperatives

15 Business Programs Business & Industry Guarantee Loans Bolsters the existing private credit structure by guaranteeing loans for rural businesses, allowing private lenders to extend more credit than they would typically be able to. – Eligible applicants include lenders with the legal authority, sufficient experience, and financial strength to operate a successful lending program. – Lenders may request a guarantee for borrowers that include for-profit businesses, nonprofits, cooperatives, federally recognized tribes, public bodies, and individuals.

16 Business Programs Intermediary Relending Program Provides 1% low-interest loans to local intermediaries that re-lend to businesses and for community development projects in rural areas. – The intermediary may lend up to $250,000 and 75% of the project cost to an ultimate recipient
