EuropeAid 3 European Neighbourhood Policy (ENP) 1. Ultimate aim: Creating mutual prosperity, stability and security in Europe’s neighbourhood countries; Overall aim: Promoting good governance and reform;

EuropeAid 4 European Neighbourhood Policy (ENP) 2. EU offers economic integration & deepening political co- operation not direct accession; By means of assistance for achieving the agreed (sectoral) reform objectives, economic & social development, cross- border cooperation; Emphasis on a country’s needs laid down in strategy papers and indicative programmes covering country, regional and cross-border programmes.

EuropeAid 5 European Neighbourhood Policy Instrument 1. The ENP is funded through the ENPI (European Neighbourhood and Partnership Instrument) which is managed by EuropeAid (DG AIDCO); Since January 2007 replacing MEDA (which included also Turkey) and TACIS as financial instrument; Approx €12bn for (+32% increase with previous period – for all 14 countries/for all sectors) Total funds for ENPI earmarked for = 5.6 BN € (all 14 ENP countries and all sectors) See for more info also ENPI contribution at the MoS One Stop Helpdesk:

EuropeAid 8 Extension of TEN-T to Neighbouring countries – Recommendations of the High Level Group on Extension of the TEN-T to Neighbouring countries chaired by Loyola de Palacio 2007 – Commission Communication Guidelines for Transport in Europe and Neighbouring Regions: Extension policy also include MoS axes 2009 – Ongoing revision of the TEN-T Policy also includes a working group on the extension to neighbouring countries chaired by Paolo Costa

Relevant developments – Southern Neighbourhood EuroMed Transport Forum is working on the development of so-called Trans Mediterranean Transport Network (TMT-N) = concrete transport network based on the axes identified in the HLG report; Proposal should be supported by a new GIS, more network data and better & common transport forecasting scenarios; Proposal likely to be ready by end of 2010: to be adopted by next EuroMediterranean Transport Ministerial Conference

Relevant developments – Eastern Neighbourhood 1998: Signature of Multilateral Agreement for development of transport corridor Europe-Causasus-Asia = TRACECA (Restoration of the Silk Route) 2006: One of the pillars of the TRACECA IGC Strategy (Sofia) is the creation of a cohesive infrastructure network From 2008: (IGC Baku) TRACECA countries started identifying priority transport infrastructure projects located on the extension of the TEN-T and which require financing.

EuropeAid 14 MoS programmes to Neighbouring countries 1. With ENPI funds regional programmes have been set-up to support the establishment of MoS to Neighbouring countries EuropeAid regional programmes: 1. EuroMed Transport: MEDAMoS ( ) 4 yrs – 4.8 M € - Beneficiaries: Morocco, Algeria, Tunisia, Egypt, Jordan, Isreal, Palestinian Authorities, Lebanon, Syria and Turkey 2. EuroMed Transport: MEDAMoS II (follow-up) – 3 yrs – 6.0 M € - to be contracted in July TRACECA MoS for Black Sea and Caspian Sea ( ) - 2 yrs – 2.5 M € - Beneficiaries: Ukraine, Georgia, Azerbaïdjan, Kazachstan & Turkmenistan 4. TRACECA Logistic Processes & MoS II for Black Sea and Caspian (follow-up) – 3 yrs – 5.5 M € - to be contracted end of 2010

EuropeAid 15 MoS programmes to Neighbouring countries 2. Technical Assistance programmes: - So NO financing of infrastructure, but: - Organisation of (regional) seminars, workshops, etc., and - Expert assistance for (mainly) government, port and customs officials in the beneficiary countries.

EuropeAid 16 MoS programmes to Neighbouring countries 3. Technical assistance aims at: Further developing the concept of Short Sea Shipping to improve the quality, frequency and reliability of maritime services connecting N-S Mediterranean and E-W Black and Caspian Seas. Further improving the limited and inefficient interconnections in ports to other transport modes serving urban & industrial areas (hinterland); Better regulation of port and shipping industry of partner countries in fields of safety, security and environment; Harmonizing and optimizing customs procedures to facilitate cross-border transport (imports and exports).

EuropeAid 17 MoS programmes to Neighbouring countries 4. Technical assistance process: Identification of pilot projects connecting two ports and a maritime link with the potential of developing itself into an efficient, reliable and frequent short sea shipping line ; Forcing beneficiary countries to develop project consortiums (consisting of relevant national and local authorities, a shipping line, customs autorities, shippers) which together support the pilot project; Consortiums received expert assistance to reinforce the quality of their pilot projects and to resolve bottlenecks: e.g. support for port operations, IT systems, market development, hinterland connections, customs operations, etc.

EuropeAid 18 Experience MoS Neighbourhood to date 1. MEDAMOS (Mediterranean) programme In depth technical expert assistance to selected 4 pilot projects (Agadir/Port Vendres, Bejaia/Barcelona-Marseille, Tunis/Marseille-Genova, Haifa/Trieste) Technical assistance results in the following fields: - Partnership building (facilitating dialogue between partners on both sides); - Improving information systems and facilitation (eletronic customs declarations); - Multimodal/logistics procedures (improving waiting times in ports); - Markets and Financing (exploration of efficient hinterland and identify potential sources of financing for port development/purchase of vessels). Other spin-off effects - Signature Memorandum of Understandings between ports; - Additional purchase of vessels to cover increase of trade; - Involvement of a Neighbouring port in Marco Polo project.

TRACECA (Black and Caspian Seas) programme Setting up of bi-lateral country working groups to identify pilot projects with trade potential (e.g. Baku (AZ) – Aktau (KZ)/Turkmenbashi (TU), Poti(GE)/Odessa (UA) Joint identification of barriers/bottlenecks & selection of technical assistance to improve this Results to date - bilateral working groups established contacts between countries on trade and logistics related subjects which were frozen before; - Concrete opening of bilateral negotiations on port tariffs;

EuropeAid 21 Experience MoS Neighbourhood to date 4. General Results: -Increased awareness of MoS concept and its potentialities for transport sector as a whole; -High level commitment and involvement in pilot projects; -Involvement of private sector operators; -Dialogue between ministries, port authorities, customs, terminal operators and transport operators (a wide network of stakeholders of institutional and economic actors);

EuropeAid 22 Future developments 1. General: -Revision of the TEN-T and connection to Neighbouring countries (including MoS) - Development of MoS master plans for neighbouring countries South: -Motorways of the Seas highlighted as key initiative in the Ministerial Declaration of the Union for the Mediterranean (« land and maritime highways ») East: - Increased awareness of importance of transport (especially cross-border facilitation) to enhance trade: Platform 1 of the Eastern Partnership also mentions TRACECA
