2 OBJECTIVES: Secure the participation of the remaining Mediterranean Partner Countries (MPC) in the consortium; Increase the participation of Member States and Associated Countries in the consortium; Support the building of the Euro-Mediterranean Innovation Space (EMIS) in order to foster innovation in the MPC in strong collaboration with the European countries; Establish a network of Research Centres, Public Institutions and other Stakeholders aimed at supporting the implementation of the Horizon 2020 Programme. Support the creation of working groups covering the S&T aspects of the cooperation priorities identified in the Paris Summit of the Union for the Mediterranean in July 2008.

3 RATIONALE OF THE TOPPING MIRA will search a consistent support of the research agenda included in the programmed objectives of the UfM MIRA will promote regional integration of the countries participating in the UfM by identifying research areas of mutual interest and benefit. MIRA will facilitate the monitoring of performance and impacts of international S&T cooperation across the Specific Programmes of FP7. MIRA will try to act as a coordination instrument between activities of different EU and UFM COUNTRIES institutions that would contribute to the implementation of the European Neighbourhood Policy and the consolidation of the UfM. MIRA will promote the cooperation in research and innovation activities by designing recommendations to the UfM Projects, ENPI, Bilateral EU-UfM COUNTRIES Agreements Implementation bodies, the 7th FP, as well as other initiatives created in order to support research and innovation in the Mediterranean Area.

6 WP 7- Horizon 2020 Rationale Support the HORIZON 2020 Program with scientific knowledge created about the issues of Mediterranean sea pollution and de-pollution. Gathering of information about impacts, real-time monitoring, pollution remediation and its prevention. Critical analysis of the various scientific and technical documents regarding these issues from different sources, notably those produced by the action of different European research projects, national programs of research and international reports. Establishing review documents by the Working Group of specialist. Validate the information required for the successful implementation of HORIZON2020.

7 WP 7- Horizon 2020 Activities 1.Creation of the Experts Working Group, formed by specialist coming from different scientific institutions of all, or most, or the countries concerned by the problem of Mediterranean Sea pollution. 2.Terms of Reference document, where the criteria for gathering of information, the targeted issues, its analysis and the procedure to produce synthetic documents, will be agreed in the first meeting of the Group. 3.Creation of a specific site in the MIRA Web site for handling the information and reports produced by the Work Group. Creation of a Forum of discussion and interface with the EC, the Horizon2020 management team and Steering Committee, the national authorities, other concerned groups. 4.Information retrieval (scientific, technical, political and legal). Organisation of the information through a Knowledge Management tools. Comprehensive analysis for the collection of information and production of synthetic documents. 5.Organization of Discussion Seminars around the synthetic documents to produce consensual reports. 6.Organization of Workshops with the Horizon2020 Authorities and other stakeholders to discuss the knowledge frame on the program deduced from the analysis of the literature. 7.Preparation of Technical reports as outputs of the information analysis. 8.Practical recommendations at global and national scales.
