6 EU Political Strategy for the Eastern Region Eastern Partnership (EP) Adopted in EU Council in June 2008 and launched at the EU summit on 7th May 2009 in Prague; AIM: Deepening bilateral co-operation, an offer of more profound integration with the EU for all eastern partners. Creating a permanent formula for multilateral co- operation complementary to the existing regional co- operation schemes Black Sea Synergy and Northern Dimension. Thematic platforms: democracy governance and stability, contacts between people, energy security, economic integration and convergence with EU policies

7 EP - Comprehensive Institution Building Programme (CIB) To assist EP countries meeting their commitments stemming from the current and future agreements (ENP AP, AA, DCFTA); To « upgrade » Institutional Capacity of Partner countries Institutions central in the implementation of AA and DCFTA; To ensure targeted Institutions are « fully » able to assume their obligations from the new agreement. 8 ENPI Budget for total period Total ENPI: 12 bio 2007-2013, (ca. 32% above TACIS and MEDA average) The revised strategies for 2011-2013 include: 1.5 billion East 2 billion South 540 M Palestine *annual progr 252 M CBC 758 M Interregional In addition: 150 M Iraq, Yemen (tbc) 143 M Nuclear safety (2010-2011) 12.4 billion European Investment Bank (2007-2013) Thematic budget lines, and Instrument for stability

9 Framework Contracts for targeted Technical Assistance Exemple of Ukraine: On-going FwC "Support to Ukraine to implement the Danube and Ramsar Conventions" (196,700 EUR) Objective: to provide support to Ukraine in its efforts to comply with its obligations under the Danube Convention and the Ramsar Convention. Following areas supported: - Capacity building of Ukrainian experts in ICPDRs expert and task groups - Preparation of Integrated Tisza River Basin Management Plan - Development of national Program of Measures for Danube river sub-basins - Preparation to Ukrainian presidency in ICPDR 2011 -Reinforcement of public participating in Danube basin management planning. Possible ENPI funding for EUSDR – Bilateral cooperation

12 Cross Border Cooperation The following two CBC programmes fall geographically under the Danube Strategy: Hungary - Slovakia-Romania-Ukraine (total allocation: EUR68.638 million) http://www.huskroua-cbc.net/en/ -Romania-Ukraine-Republic of Moldova Programme: Ttotal allocation: EUR126. 718 million http://www.ro-ua-md.net How to apply: Via calls launched by the programmes directly or via so-called large scale projects (see website for more info and contact the Programme directly) Possible ENPI funding for EUSDR – Interregional Programmes (CBC)

13 Neighbourhood Investment Facility Mobilise grant resources (EU Budget + MS) to leverage loans from European Financial Institutions for infrastructure projects. Finance larger operations to bring greater visibility for the European dimension of external cooperation. Sectors: transport, energy, environment, water and sanitation, social sectors, support to private sector So far : 35 projects supported for total NIF contribution of 260 M (for >4.7 billion of loans and >9 billion of total cost of investments); From which NIF contributed with 33 M to projects in MD and 22 M in UA. How to apply: The European Lead Financial Institution submits proposals to NIF Board Possible ENPI funding for EUSDR – Interregional Programmes (NIF)

14 Given its structure, the ENPI not suited as main source of funding However, selected support could be provided from the following programmes: -Bilateral TA (Framework contracts) -Regional Programmes -Cross Border Cooperation -Neighbourhood Investment Facility Conclusions
