2 Directorate general for Energy and Transport2 EURO-MED TRANSPORT COOPERATION: Important activities since last working group l June 2003: Commission Communication on the “Development of a Euro-Mediterranean Transport Network” in terms of:  policy objectives (market opening, safety and security, smooth functioning of the multimodal freight transport chain).  Infrastructure (planning the network and identifying the priority infrastructure projects).

3 Directorate general for Energy and Transport3 EURO-MED TRANSPORT COOPERATION: Important activities since last working group l Policy objectives defined under Commission's Communication u Maritime safety: bringing closer the legislations of Mediterranean Partners to the EU acquis u Air transport: promoting a Euro-Mediterranean airspace u Security of shipping and aviation u Galileo: using the European satellite navigation system to make the Mediterranean safer and better protected.

4 Directorate general for Energy and Transport4 EURO-MED TRANSPORT COOPERATION: Important activities since last working group l The main objectives have been reflected in the intense regional transport dialog which have been taken place under: u the regular dialogue established under the Euro- Mediterranean Transport Forum u Technical dialog under the Euro-Mediterranean Transport Forum working groups F infrastructure, F Global Satellite Navigation Systems, F Maritime (safety sub-group and maritime policy, Ports and short sea shipping sub-group) F Aviation

5 Directorate general for Energy and Transport5 EURO-MED TRANSPORT COOPERATION: Important activities since last working group u the MEDA programme -established regional transport projects: F Euromed Regional Transport Project ( supporting the transport sector reform process in the Mediterranean Partners through studies, training seminars, policy workshops, networking activities) F Euromed Infrastructure contract F Euromed GNSS Project (EGNOS / GALILEO satellite navigation programmes) F SafeMed Project-Maritime Safety F MEDA Motorways of the Sea Project

6 Directorate general for Energy and Transport6 EURO-MED TRANSPORT COOPERATION: Important achievements l Achievements : u Bilateral co-operation under the framework of the European Neighbourhood Policy and its Action Plans. u European Neighbourhood Policy Gives priority to regional transport programmes and bilateral transport technical assistance and addresses the transport priorities in Mediterranean region. u A total of about 200 million Euros Commission funding on transport projects in Mediterranean (bilateral and regional). u Progress achieved as regards the opening of aviation markets with some Mediterranean Partners u Inauguration of GALILEO EuroMed Cooperation Office (GEMCO) at Cairo u Sub-regional cooperation in the field of transport like the Transport Ministers Group of the Western Mediterranean (GTMO) and the Arab Maghreb Union (AMU).

7 Directorate general for Energy and Transport7 EURO-MED TRANSPOR COOPERATION: Important achievements l Achievements : u Blue Paper on transport policies and priorities in Mediterranean prepared under the framework of the EuroMed Transport project and adopted by the Euro- Mediterranean Transport Forum (November 2005) u Establishment of the High Level Group on the extensions of the trans-European transport network to neighbouring countries and regions and submission of the report of the Group to the Commission (December 2005)

9 9 EURO-MEDITERRANEAN Ministerial Conference for Transport First Ministerial for Transport : Marrakech, 15 December 2005 l Presentation of the Blue Paper and High Level Group Final report l Future developments and priorities for the transport sector in Mediterranean have been adopted by the Ministers

10 Directorate general for Energy and Transport10 HLG recommendations for Motorways of the Sea l The Group agreed that it is necessary to focus investment efforts and to concentrate traffic to a limited number of Motorways of the Sea connections. l The Group considered essential measures to improve the quality of infrastructure and services in ports, to ensure good intermodal connections from the ports to their hinterland but also to stimulate more frequent (at least once a week) and reliable shipping services.

11 Directorate general for Energy and Transport11 HLG recommendations for Motorways of the Sea l The Group agreed that the ports selected under the Motorways of the Sea concept should fully apply the international (IMO, ILO) rules on maritime safety and security. l They should also commit to certain quality criteria related to port infrastructures and port services, administrative procedures and co- ordination of inspections, maritime and intermodal services. l The vessels used for the Motorways of the Seas shall be vessels that comply with the IMO norms for ships and, wherever possible, be aligned to higher standards following specific agreements between the entities responsible for the Motorways of the Sea.

12 Directorate general for Energy and Transport12 Way ahead l Commission prepared a Communication to the Council and the European Parliament as a follow up of the High Level Group (expected to be adopted by the end of this year) l A Regional Transport Action Plan for Mediterranean is under preparation l Under the framework of the new Neighbouring Policy the Commission prepared the Regional Strategy paper (2007-2013) and the Regional Indicative Programme (2007-2010) as well as the Countries Strategy Papers and National Indicative Programmes for the same periods for all Mediterranean countries. An important transport envelop has been included under these programmes.
