Regional studies supported in previous financial programme period (2000-2006): » Completed projects ­ PORTMOS ­ EASTMED MOS ­ WEST MOS ­ BASIES ­ Baltic Maritime Outlook » Ongoing projects ­ WEST MED MOS (coming to an end in 2010). 2008/2009 Call (programme period 2007-2013) Focus on links based on freight flows 2008: 3 projects selected (8 eligible proposals received) 2009: 1 project selected (6 eligible proposals received)

Conclusions regarding 2008 and 2009 calls: » Limited number of proposals » Concept and requirements: not well understood or addressed » Insufficient integration of maritime and hinterland services » Quality of proposals often poor » Requirements: possibly too restrictive/high In particular regarding the involvement of the maritime operator » Risk if transport (maritime) service does not materialise as foreseen » Wider benefits such as systems integration, including information systems, not successfully or insufficiently addressed

11 | 11 Transeuropean Networks Mobility & Transport Annual TEN-T Cycle: Milestones. Workprogramme (Key element) » Prosed by the Commission and adopted by the Member States (FAC) + scrutiny EP » Sets priorities, criteria and funding allocations » May change every year. Once approved is the basis for the TEN-T Agency to lauch the Call for Proposals:displaying the essentials of the WP and adding formal procedural steps for the call. Essential for the stakeholders to contact the Commission and their MS representatives – how well reflected on the WP are their priorities.

12 | 12 Transeuropean Networks Mobility & Transport 2010 Workprogramme (1/3) Taking the 2008 and 2009 experience into account – two key points: The objective remains the same, i.e. to concentrate flows of freight on sea-based transport services integrated in logistic chains Modifications to the approach must remain within the framework of the existing TEN-T guidelines NB: DG MOVE is launching a MoS policy review

13 | 13 Transeuropean Networks Mobility & Transport 2010 Workprogramme (2/3) Main changes to the workprogramme 1.Involvement of maritime operator is no longer an eligibility criteria 2.Studies taking the form of pilot actions having the objective to deploy new and innovative concepts and technologies in a pre-implementation phase. 3.The transport (maritime) service must be achieved at least 6 months before the end of the project – otherwise the EU financial aid will be reduced to 10% 4.More emphasis on wider benefit issues 5.Any MoS application must be supported by minimum two MS

14 | 14 Transeuropean Networks Mobility & Transport 2010 workprogramme (3/3). Budget allocation for MoS 2010: € 85 M. Priorities for funding projects: » Implementation projects remain the main priority » Pilot actions have an indicative limit of 30% of the overall budget » Studies have a limit of 20% of the overall budget

15 | 15 Transeuropean Networks Mobility & Transport Key issues for MoS link projects remaining unchanged. Freight flows justifying the link must be demonstrated. Market, competition, cost/benefit analyses indispensable to demonstrate that the link has/can gain a fair market share and demonstrating that it realistically becomes profitable for operators. Focus on intermodality and logistic chain integration » Don’t forget about hinterland part and bottlenecks – the port to port link is not enough! » Describe services, also existing ones and future upgrades. Appropriate participation of transport operators (covering the maritime link) and ports are required. Involvement of other stakeholders expected as appropriate (e.g. infrastructure owners/managers, hinterland transport service providers). Early involvement at ministry level

16 | 16 Transeuropean Networks Mobility & Transport Shortcomings & Challenges. The Concept is wider than the Funding tools. Cooperation with third countries is poorly represented. Support for MoS funding in third countries urgently required. Cooperative actions of large scale, e.g. Icebreaking required. Thus funding instruments may match the wide concept

17 | 17 Transeuropean Networks Mobility & Transport Conclusion. Motorways of the Sea are a priority for the new Commission. Action taken short and long term. Good projects have high chances of funding!. Holistic approach – bringing relevant actors together. Exploit TEN-T and consider combining with Marco Polo (and possibly other instruments). Active involvement of MS early in the process
