Federal Network for Sustainability Western Region Demonstrating Federal Leadership in the Western United States Peter Kennedy Region Environmental Program Manager Commander Navy Region Southwest

Purpose of the Federal Network for Sustainability Leadership! Develop and coordinate a network Create and manage an information-sharing clearinghouse Develop and deliver training for network members

Purpose of the Federal Network for Sustainability (Continued) ● Communicate ideas through conferences and meetings ● Seek linkages and partnerships ● Develop and showcase sustainable programs ● Act as a catalyst for change

Statement of Unity Signed Earth Day, 2000 Signed by the western regional offices of these agencies: EPA, 2 Regions NPS, 3 Regions GSA, 2 Regions US Navy US Air Force US Army US Army Corps of Engineers US Dept. of Energy NASA US Postal Service OFEE

Primary Area of Focus Using the Power of Government as Consumer! LARGEST The United States government is the world’s LARGEST purchaser of consumer products and services.

● Greener Copier Paper ● Electronics Stewardship ● Green Power ● Environmental Management Systems ● Sustainable Buildings/Design ● Biodiesel Current 6 Initiatives of FNS

Steal These Ideas! Steal This Book – written by radical Abbie Hoffman in 1970 Steal These Ideas – Share sustainable practices with other agencies, let them improve upon them and then steal them back!

Greener Copier Paper Initiative Goals Raise awareness of environmental issues concerning copier paper Create the capability to reduce copier paper use Make greener paper more available and less costly Make green purchasing easy to implement Generate meaningful and measurable results that others can replicate (e.g. six agencies converting to greener paper)

Greener Copier Paper Successes NASA Ames – 100% mandate EPA Region X – Reduced paper consumption 30% through “GOOS” (Good On One Side) management

Electronics Stewardship Initiative Goals Working to develop greener purchasing specifications Coordinating among federal agencies to promote greener use and end-of-life management of electronics Working with the White House Task Force on Recycling to support the MOU on Electronics through pilot projects. Educating federal agencies on greener electronics practices

Electronics Stewardship Successes EPA Region X – education

Green Power Initiative Goals ● FNS has a three- pronged approach to green power:  On-site development of renewable energy technologies  Procurement of green power  Procurement of green tags or “renewable energy credits”

Green Power Successes U.S. Navy – NASNI USAF BPA NREL US Army – Fort Lewis  18% of electrical energy requirements are from renewable source (wind)

Environmental Management Systems Initiative Goals ● To fully support Executive Orders ● Provide education and training on EMS principles ● Share information among federal agencies on experiences learned ● Promote implementation of EMSs at member agencies

EMS Successes U.S. Army – Fort Lewis  Public Works – 3 rd party certified since 2000  Installation has met all DOD metrics for EMS implementation and self-declared conformance in April 2005  A local program is being established to integrate EMS into the military’s operational units, dubbed the Environmental Operating Permit (EOP). NAS North Island NADEP

Sustainable Buildings Initiative Goals ● Develop high-performance buildings case studies ● Introduce concepts and provide information on sustainable buildings to agency personnel ● Identify what FNS agencies are doing in sustainable design at the regional level

Sustainable Buildings Successes National Park Service DOE Navy – Pt. Hueneme

Biodiesel Initiative Replaces petroleum diesel fuel Derived from recycled and virgin vegetable oils and and animal fats Nontoxic & biodegradable Designated Alternative Fuel under EPACT Registered as a fuel & fuel additive with USEPA Specification set by ASTM 6751 Better lubricity Reduces emissions & toxicity Blends easily with petroleum diesel Minimal infrastructure changes

Biodiesel Initiative ● Support the goal of the West Coast Diesel Emissions Reduction Collaborative to reduce air pollution emissions from diesel sources along the west coast ● FNS will do this primarily through education and outreach, including the development of information on “How to Buy and Use Biodiesel Fuels” posted on the FNS website

Federal Biodiesel Successes Katmai and Denali National Parks National Park Service pilot projects using fish waste processed as biodiesel fuel to power generators Partnering with the West Coast Diesel Emissions Reductions Collaborative U.S. Post Office

FNS Member Showcase: Ft. Lewis Installation Sustainability Program ● The Objective – A sustainable installation that supports sustainable operations ● The Approach:  Begin with environmental issues  Establish an environmental baseline document  Host an environmental sustainability workshop ● Involve stakeholders ● Establish 25-year goals  Develop 5-year implementation plans  Establish Installation Sustainability Board

Benefits Influencing markets by leveraging buying power Reduce barriers more collaboration between federal, state, and local governments Calculating carbon emissions, green energy, and green paper use Increased networking = expedited movement toward sustainable practices Further connect with Office of Federal Environmental Executive Increased participation by replicating FNS throughout the U.S.

How to Get Involved ● Contact Peter Kennedy, FNS Chairman, US Navy at (619) ● Attend FNS supported conferences, meetings, and trainings ● Sign the Statement of Unity ● Join our listserv ● Tell us your success stories, and we’ll help you get the word out to others! Check our website for a current list of upcoming events:  
