Environmental Management Division 5 NASA Environmental Policy Everyone at NASA is responsible for complying with environmental regulations and NASA policy Each NASA organization (including Headquarters) responsible for incorporating the environmental policy into:  planning and budgeting;  allocating appropriate authority and funding;  assuring appropriate training;  development / execution of programs / projects;  minimizing hazardous waste; and  improvements in energy and water usage.

Environmental Management Division 6 NASA Environmental Policy NASA Environmental Strategy Compliance with Laws and Regulations Conservation and Sustainability Restoration and Remediation Prevention of Pollution

Environmental Management Division 7 Revisions to NASA EMS in 2005 Improvements to EMS  Requirement for self-declaration of EMS, or 3 rd Party recognition  Established “environmental aspect categories”  Beneficial impacts added to risk ranking process Headquarters EMS added  Program / project development  Agency oversight  Headquarters operations

Environmental Management Division 8 Aspect Categories Summarize and “roll up” aspect data across NASA Air emissions Fuel, oils, and lubricants Hazardous materials Hazardous waste Historic, archaeological, and cultural resources National Environmental Policy Act Natural resources Remediation/ restoration Solid Waste Sustainability (e.g., Pollution prevention, energy conservation, product substitution) Toxic substances Water

Environmental Management Division 9 Environmental Impact Categories Safety & Health Natural & Cultural Resources Impacts Cost to NASA Mission Impacts Reputation & Stake- holder Relationship Legal & Regulatory Implications

Environmental Management Division 10 Beneficial Environmental Impacts Eliminate source of injury / health hazard Prevent damage to / expand natural or cultural resources Support sustainability Cost savings Avoid mission delay Improve reputation / stakeholder relationship Avoid / eliminate regulatory requirement

Environmental Management Division 11 NASA Risk Ranking Based on impact severity and frequency

Environmental Management Division 12 Headquarters EMS Scope Headquarters programmatic decisions  Program & project development  Revisions to existing programs & projects  Program & project termination Agency oversight  Facilities management  Environmental and energy management  Logistics management Headquarters operations Support organizations (e.g., procurement, legal, safety, health)

Environmental Management Division 13 Headquarters EMS Organization Core Team  Mission Directorates Aeronautics Exploration Systems Science Space Operations  Mission Support Offices Environmental Management Facilities & Real Property Logistics Management  Headquarters Operations Support Team  Chief Engineer  Program Analysis & Evaluation  General Counsel  Procurement  Strategic Communications  Safety & Mission Assurance  Health & Medical Office  NASA Shared Services Center

Environmental Management Division 14 Mission Directorates Program / project decisions at Headquarters may result in impacts at the NASA Centers  New programs and projects – NEPA, Sustainability  Amend programs/projects – NEPA  Program termination – NEPA, historic preservation, remediation/restoration  Grants, Use Permits, Agreements – NEPA

Environmental Management Division 15 Mission Support Offices Provides Agency Oversight  Environmental Management Division – includes Energy  Facilities Engineering and Real Property – Construction of facilities, real property, historic sites, Green buildings  Logistics Management – Transportation, personal property, hazardous materials Reviews common issues across NASA Centers  Centers submit list of “priority environmental aspects”  Environmental audit results used to determine if there are any agency trends related compliance issues  Agency requirements established, if appropriate

Environmental Management Division 16 Headquarters Operations Aspects  Solid waste management  Recycling program  Energy consumption  Transportation  Purchase / disposal of electronic equipment No operational aspects have high risk ranking due to current management programs Awareness training to improve existing program participation

Environmental Management Division 17 Identifying Areas for Environmental Improvement at Headquarters High Priorities at Centers Consider severity of impacts or benefits associated with -Safety and Health? -Natural and Cultural Resource? -Costs to NASA? -Mission Impacts? -Effects on NASA Reputation and Stakeholder Relationships? -Legal Implications? Headquarters Specific Issues Mission Directorates and Support Office Issues

Environmental Management Division 18 Headquarters Risk Drivers Costs to NASA  Sustainable practices has potential to avoid future cost (e.g., energy conservation, limited resources, future risks)  Remediation/restoration program largest share of Headquarters environmental budget Mission Impacts  NEPA deficiencies can cause significant delays  Historic preservation issues can impact schedules Effects on NASA Reputation and Stakeholder Relationships  NEPA, historic preservation, and remediation/ restoration activities require stakeholder involvement  These activities can result in strong public interest

Environmental Management Division 19 Environmental Impacts Review  National Environmental Policy Act ( NEPA) Sustainability Historic, Archaeological & Cultural Resources Remediation / Restoration Headquarters High Priorities

Environmental Management Division 20 Headquarters High Priorities Environmental impacts review (NEPA)  NEPA is the one environmental law that applies directly Mission Directorates  NEPA review required for all Federal actions, including new and amended programs, and program termination  Public participation required Sustainability  Minimize potential future risk to NASA due to increased costs, lack of resources, and regulatory prohibitions  Includes energy and water conservation, pollution prevention, solid waste management, recycling  Sustainability is a high priority aspect at most Centers

Environmental Management Division 21 Headquarters High Priorities Historic, Archaeological & Cultural Resources  NASA facilities are nearing 50 year threshold when NHPA requires review for historic significance  Shuttle termination will add to NASA’s historic resources  NASA experiencing public interest in preservation of facilities Remediation / Restoration  Past NASA activities have resulted in a large number of contaminated sites  Major effort for Headquarters Environmental Management Division and NASA Centers

Environmental Management Division 22 Benefits of Headquarters EMS Recognition of the potential impact of Headquarters activities on NASA’s environmental footprint Improved coordination between Environmental Management Division and Mission Directorates Environmental Management Programs developed for 4 key Headquarters environmental aspects High priority environmental aspects identified across the NASA Centers Headquarters environmental awareness training implemented Senior management review of Headquarters / Agency EMS now a standard practice
