Constitutional Convention  Intent of convention was to revise Articles  Instead created new constitution, stronger nat’l gov’t  Nationalists:  B. Franklin (PA)  G. Washington (VA)  J. Adams (MA)  R. Morris (PA)  J. Madison (VA)  A. Hamilton (NY)

 Rhode Island did not send delegate  Washington chosen as presiding officer of convention  Franklin elderly, provided humor smoothed debates  Jefferson unable to attend, was minister to France

Virginia Plan  Main author – James Madison  Edmund Randolph, gov. of VA and presented it  Plan benefited large states  Bicameral legislation (two houses or chambers)  Promoted a national executive chosen by Congress  Promoted a national judiciary chosen by Congress  Proposed nat’l gov’t make own laws, raise own money through taxes  NJ PLAN – proposed by Willliam Paterson
