4 U.S. and natives clashed over the lands in the Ohio River Region The natives were defeated by the U.S. in the Battle of Fallen Timbers The natives were forced to sign the Treaty of Greenville which they gave up claim to what is now Ohio

5 Conflict arose from farmers opposed to the tax on whiskey Whiskey was the main source of trade for the farmers Washington led federal troops to put down this conflict This proved that the federal govt. was strong enough to enforce its policies (no Articles of Confederation)

6 1789 French Revolution Began U.S. supported Revolution at first, but By 1792 it turned bloody and ruthless, the King was beheaded Other European nations felt threatened and this lead to war Americans were torn, the French had helped us win our independence In April of 1793 Washington declared the U.S. would remain neutral

7 Other countries made it hard for the U.S. to remain neutral Britain maintained forts in the Northwest and seized American ships to French ports The U.S. signed two treaties that help keep us out of the war Jay’s Treaty – British agreed to leave forts and pay for damages to ships Pinckney’s Treaty (San Lorenzo) – Spain allowed U.S. access to Mississippi river and the port of New Orleans

8 It is our true policy to steer clear of permanent alliances with any portion of the foreign world, so far, I mean, as we are now at liberty to do it; for let me not be understood as capable of patronizing infidelity to existing engagements. I hold the maxim no less applicable to public than to private affairs that honesty is always. the best policy. I repeat, therefore, let those engagements be unwise to extend them. Taking care always to keep ourselves by suitable establishments on a respectable defensive posture, we may safely trust to temporary alliances for extraordinary emergencies.

9 However combinations or associations of the above description may now and then answer popular ends, they are likely in the course of time and things to become potent engines by which cunning, ambitious, and unprincipled men will be enabled to subvert the power of the people, and to usurp for themselves the reins of government, destroying. afterwards the very engines which have lifted them to unjust dominion.
