7 Compromise of 1850 Henry Clay (of MO Comp. fame) of the Senate from KY proposed a compromise: – 1. Admit California as a free state – 2. Territories of New Mexico and Utah would decide the issue of slavery for themselves – 3. The sale of slaves would be illegal in D.C. – 4. Texas would give up its claim to New Mexico – 5. Fugitive Slave Act would require citizens to help return escaped slaves and would deny a jury to the same After death of Taylor and decision to break up bill it passes both houses – Why is breaking into parts important to the story of North vs. South?
