1 Slavery in the Territories Setting the Scene Chapter 16 section 1 “This momentous question, like a fire bell in the night, awakened me with terror. I considered it at once as the [funeral bell] of the Union.... We have the wolf by the ears, and we can neither hold him, nor safely let him go.” Throughout the early 1800s, slavery became such an issue that at times it threatened to pull the United States apart. 3 The Wilmot Proviso David Wilmot, a Representative from Pennsylvania proposed a bill in 1846 which would ban slavery in any territories that were part of the Mexican Cession. 4 Abolitionists Abolitionists wanted to end slavery in America entirely. They felt it was morally wrong. Southern Slave Owners Most Southerners said that slavery should be allowed anywhere in the United States and the if slaves escaped, that they could be captured and returned to their owners because they were property. Moderates Some moderates wanted to extend the Missouri Compromise line (36° 30’) across the whole U.S. Other moderates supported the idea of popular sovereignty and allowing the people of each state to decide for themselves.
