2002: NAVAIR Study of Hybrid Vehicle concept for Joint Chiefs of Staff (JCS) 2005: DARPA Walrus Program was Catalyst for the demonstration of P-791 Hybrid Aircraft Prototype; first flight 2006; reduced flight controls technology risk Jan 2008: a Joint Capabilities Technology Demonstration (JCTD) named Persistent Elevated Reconnaissance Surveillance Intelligence Unmanned System (PERSIUS) June/July 2008: PERSIUS JCTD proposal was validated by Joint Requirements Oversight Council (JROC) 2009: Effort redirected as a Technology Demonstration titled Long Endurance Multi-Intelligence Vehicle (LEMV) February – May 2010 – LEMV Source Selection June 2010 – Agreement Award to Northrop Grumman

3 What is LEMV? LEMV is a Long Duration Hybrid Unmanned/Manned Airship ISR Platform Combination of buoyancy, thrust, and aerodynamic lift to enable ISR heavy lift capability and extended multi-week flight duration Outfitted with existing payloads including ground moving target indicator radar, full motion video, communication relays, data downlink, and signal intelligence. Executed as a Technology Demonstration under Other Transaction Agreement (OTA) contracting mechanism US Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) has Demo lead ~5 year program Utilizing Other Transaction Authority to allow participation of non-traditional Department of Defense contractors Develop a Government Owned/Contractor Operated ISR platform that is ready to transport to theater for technology demonstrations within 18 months after agreement award

20,000ft Altitude, 2500 lb Payload 21 Days, 20/80kts Station Keep/Cruise LEMV Mission Payloads GMTI Radar Full Motion Video Signal Intelligence Communications Relay Tactical Data Link Multi-INT Ground Stations Acquisition Plan System Integration 18 months GFE Payloads JMUA / 3 ½ yr in Afghanistan ISR Configuration 21 Days on station (next chart - 2) LEMV is a large (football size) long endurance multi-intelligence vehicle that will stay in the air for 21+ days, carry 2500lbs payloads, and operate at 22K feet. It will carry FMV, radar, signal intelligence, and communications payloads The program specifics are development in 18 months, deploy to theater for a series of 1 year periods for up to 5 years. Additional efforts are airships 2 and 3, with operational deployments thru the 5 year period of performance. The government also asked for planning number for 10 & 20 airships as they begin the initial steps to establish a program of record. Our specific offering has an endurance of 23.8 days with 10% fuel reserve, operates on about 8 gals an hour, costs less than 20K in fuel per mission. If we ran it til empty we would get an additional 2 days for nearly 26 days in than air! Mission module has 153 of uninstalled growth, another 45% installed growth. 302’ 4

21 days on station 7500 feet Above Ground Level Minimum/20,000 feet Mean Sea Level Optimal 2,500 pound payload 16 KW of power to payloads 80 knots dash speed and 20 knots station keep speed Reduced Cost and Logistics Payload Requirements Full Motion Video Signal Intelligence (SIGINT) Tactical Data Link(s) Communication Relay Ground Moving Target Indictor (GMTI) Radar The ISR Task Force needed LEMV with payloads to answer the persistent ISR requirements from multiple COCOMs. The ISR Task Force asked SMDC to be the executing agent for the Department. The requirement for LEMV is from the Persius JCTD. The JROCM dated 23 Jun 08 signed by the Vice Chief Joint Chief of Staff, General Cartwright These are the objectives of the LEMV effort, most derived from the Persius JCTD. 5
