2 Introductions and aims of today’s briefing
Update on Consultation. Provide a brief outline of the new framework and timescales. Provide an understanding of the procurement process and the tender documentation to be used. Answer questions or concerns that providers may have about the process for this contract opportunity.

3 Commissioning for Outcomes Consultation
Newcastle City Council is changing the way it buys and reviews the support people with Learning Disabilities get with the aims of making sure: People’s support is person centred and flexible Outcome based commissioning is the way of working for everyone Support costs are worked out for each person to help get a good life Support contracts are flexible and personal not based on hours We want to change: How care management works with people How support is designed, commissioned and reviewed for individuals How support is commissioned, and monitored with providers

4 We engaged Inclusion North to work with provider organisations, people with Learning Disabilities and their families to find out what they think is important in this change. To facilitate this, they have conducted workshops, telephone interviews, surveys and meetings. The major theme running through the findings was FLEXIBILITY: In how people are supported and being able to flex their support In contracts that recognise the flexible support to individuals In how people’s plans and personal outcomes inform their support The detailed findings of this work will be woven into the specification for the new Framework agreement.

5 Framework Agreement Life-course Framework Agreement
For children and adults who are resident within the City of Newcastle and who have Learning Disabilities, Learning Disabilities and Autism or Autistic Spectrum Conditions, including those with challenging behavioural issues. The Framework is divided into Non-Complex and Complex Support Lots and will be for a period of 36 months commencing 01 April 2017 until 31 March 2020, with an option to extend for up to a further 12 months. Commissioning for outcomes Move to Individual Service Funds over the life of the Framework.

WC 25 July 2016 – Tender Documents published on the Electronic Tendering Portal WC 29 Aug 2016 – Deadline for the return of all tender documents (Via Electronic Tendering Portal only) Sept/ Oct 2016– Evaluation WC 28 Nov 2016 – The council will announce its intent to award and adhere to the 10 day Alcatel standstill period 1 Apr 2017 – Contract commences All timescales are subject to change.

9 Documents Summary instructions and details of Contract
Contains a checklist for tenderers to consider when submitting documents. If tenderers do not provide within their Tender submission, all of the itemised documents requested within the checklist, this may cause the Tender submission to be deemed non-compliant and not be considered Form of Tender Includes the pricing schedule – please remember to sign your agreement to this.

10 l Documents Pre-qualification Questionnaire
For Consortium and/or sub-contractor(s): Please note each member of any consortium and/or sub-contractor(s) delivering any part of the services under this Contract(s) must answer all the PQQ questions except for Technical Capacity section.  Only the actual Bidder (e.g. the party who will sign the Contract) need answer Technical Capacity section but should do so on behalf of all the members of the consortium and/or sub-contractor(s) involved in the tender. 11 Questions and Answers For audit trail purposes all queries relating to the published tender information must be raised electronically via the Electronic Portal facility. Please leave sufficient time to allow the Council to respond to your questions and raise your queries no less than four working days before the tender return date Please note that our responses to any queries or clarification requests may, at the Council’s discretion, be circulated to all Tenderers Please ensure you allow sufficient time to upload your tender submission to the Electronic Tendering Portal, as a 1 second delay over the deadline will be deemed as a late tender submission and may not be considered.
