3 Purpose of Training This training is provided for personnel appointed as English Comprehension Level (ECL) Test Control Officers (TCOs) at authorized test sites other than the Defense Language Institute English Language Center (DLIELC).

4 English Comprehension Test (ECL)
The ECL test is a DoD test and the primary assessment tool used to measure English language reading and listening proficiency in support of security cooperation, military accession, and United States Air Force flying exercise programs. There are approximately 120 overseas testing sites and more than 100 US testing sites. These sites are managed by a TCO at each location and are monitored by DLIELC/Testing. The non resident ECL program is governed by DLIELC Instruction with authority from the Joint Security Cooperation Education and Training (JSCET) manual and DoD Instruction The DLIELC Instruction is available at

5 Paper and Pencil and CAT ECL
The non-resident ECL is administered either using the 100 question paper/pencil version or the computer adaptive version (CAT ECL through DMDC). The paper and pencil version consist of 100 multiple choice questions, takes about 75 minutes to administer (including pre-test briefing), and is scored on a scale of 0 to 100. The CAT ECL consists of an average of 36 questions, takes about 45 minutes to administer (including pre-test briefing), and is scored on a scale of 0 to 100. Please contact DLIELC/Testing for more information about administering the CAT ECL at your site.

6 TCOs and ATCOs TCOs and ATCOs are appointed by the chief of the user agency in a Memorandum for Record (MFR) which is submitted to the DLIELC site monitor. The Memorandum for Record (MFR) is available at By signing the MFR, TCOs and ATCOs signify that they have read, have understood, and agree to follow the provisions of DLIELC Instruction TCOs and Alternate TCOs must be US citizens employed by the US government with a rank or grade of E-5/GS-5 (or equivalent) and above. Only TCOs and Alternate TCOs are authorized to handle controlled test materials including completed answer sheets.

7 DLIELC Test Site Monitors
Test site monitors from Testing at DLIELC liaise with TCOs/ATCOs in order to monitor and ensure ECL test security and to provide support to the TCO/ATCOs. Click here to find the DLIELC Test Site Monitor duties. The test site monitors at DLIELC are responsible for these regions.

11 ECL Ordering & Destruction
Annual ECL Test Ordering Postal Blackout Period Annual Test Destruction Test Your Understanding (ECL Ordering and Destruction Quiz)

12 Annual Test Ordering ECL tests expire on 30 September of each Fiscal Year (FY). In order to maintain a rigorous, secure and reliable ECL testing program, the Testing Flight (EEF) at DLIELC creates new test forms every year. Each FY, TCOs order new test forms and destroy the previous year’s test forms IAW DLIELC Instruction Click here for the test ordering process

13 Test Ordering Process Test Site Monitors send an ECL Request Form form to TCOs. The TCO receives the Request Form by in the month of July. Click here for important information about the ECL Request Form. DLIELC Test Site Monitors receive completed Request Forms and forward orders to DLIELC Logistics for shipping. DLIELC Logistics packs and ships ECL test materials to TCOs. Immediately upon receipt of the ECL test materials, the TCO inventories the materials. Click here for important information on inventorying the ECL materials. Use “expired” FY ECL materials until 30 September. Use “new” FY ECL materials beginning 1 October.

15 The ECL Request Form ECL shipments are addressed to the TCO at the test site by name. Therefore, the TCO must be present at the test site to receive and inventory ECL testing materials when they arrive. ECL test materials are shipped via U.S. certified mail and Diplomatic Pouch for tracking purposes. Complete and return the ECL Request Form to DLIELC by 31 August to ensure new FY ECL materials arrive before the new Fiscal Year.

16 Inventory the ECL Materials
Compare packing list to ECL shipment. Annotate any discrepancies on packing list. After shipment is verified, sign and date the packing list and return to DLIELC/Testing.

17 Review of Important Dates
August TCOs return completed ECL Request Form to Test Site Monitor before 31 August. July Test Site Monitors send the ECL Request Form to TCO in July. Click here for more about the DLIELC Postal Blackout 15 September- 15 October Immediately upon receipt, TCOs should: -Inventory materials -Sign packing list -Return signed packing list -Secure test materials August/September DLIELC Logistics packs and ships ECL order to TCOs.

18 Blackout Period DLIELC Logistics closes its account at the end of September and receives its budgeting allocation for the new FY in early October. This means there are NO shipments of ECL materials for the period of 15 September – 15 October. TCOs who submit ECL orders after 1 September risk having their ECL test materials delayed because of the Postal Blackout Period.

19 Annual Test Destruction
The first week of October, TCOs must itemize “expired” FY ECL test materials on a “Certificate of Destruction Form” (AF IMT 1565). After itemization, the TCO must destroy “expired” FY ECL materials IAW DLIELC Instruction A witness is required. Click here for destroying test materials. After destruction, the TCO must send the signed/witnessed Certificate of Destruction to DLIELC Testing with the previous FY Test Administration Log.

DLIELC Test Site Monitors inspect Test Administration Logs and compare them to answer sheets to ensure compliance with DLIELC CoDs and Test Administration Logs are also kept at DLIELC for reference. The Test Administration Log is included with new ECL shipments and is also available at Each item on the FY Test Administration Log should be: Listed and described separately, with quantities included Grouped and described accordingly

23 Destruction of Test Materials
Annual destruction of ECL tests is very important because items from the destroyed tests re-enter the test item banks at DLIELC for future use in other tests. To destroy test materials: Shred or burn test booklets Break compact discs Destroy acetate scoring sheets with scissors or media shredder

37 Form Use and Rotation Use ECL test forms in a randomized sequence (e.g., 17B, 17D, 17A, 17C, etc.) Do not use the ECL to pre-screen candidates whose language abilities are unknown; use the ALCPT instead. Three ECL candidates per training slot is the maximum allowed per ECL.

39 Before Test Administration
Only a TCO/ATCO can administer the ECL test. For more than 15 test candidates, an additional proctor is required. The proctor to test candidate ratio is 1:15 Ensure testing labs are in operational condition, i.e., audio equipment is functioning properly. Provide pencils. 41 Test Candidate Roster DLIELC requires sites to maintain a test candidate roster. This roster can be downloaded from Keep an updated record of everyone who has tested in order to: Prevent retesting a candidate with the same ECL form. Confirm a qualifying score is attained within 105 days of U.S. training.

42 During Test Administration
Verify ALL candidates with an official picture identification card. Immediately prior to beginning the test, read, verbatim, the test instruction excerpt from DLIELC Instruction Have the start and stop times visible to all test takers. Actively monitor test takers throughout the entire testing session. No Foreign Service Nations (FSNs) are permitted in the testing room once the ECLs are distributed. 43 Prohibited Items Phones, electronic devices, dictionaries, personal pencils, etc., are STRICTLY PROHIBITED.

44 After Test Administration
Collect all testing items, including pencils. Review all test booklets for stray marks; erase if found. Score test (do not mark wrong answers on answer sheets). After testing is complete and answer sheets are scored, enter the test ID, raw score, and required score in the answer sheet header. Transfer score results to test candidate roster. Complete the Test Administration Log. Prepare test answer sheets for shipment to DLIELC.

46 Test Candidate Roster After testing is complete and answer sheets are scored by the TCO, document the score on the test candidate roster.

47 Test Administration Log
Count and return all test materials to secure storage and sign in on the Test Administration Log. Answer sheets received at DLIELC should match the Test Administration Log at the end of the FY. Only TCO/ATCOs are authorized to handle ECL test materials. Send Test Administration Log to DLIELC at the end of every FY. Keep a copy of all Test Administration Logs in the ECL continuity book/files.

48 Disposition of Answer Sheets
Do not fax, copy or scan answer sheets. Do not mark incorrect answers on answer sheets. Send all completed answer sheets to DLIELC/Testing once a month. Ensure headers are complete. 49 Disposition of Answer Sheets
Double envelope answer sheets prior to sending them to DLIELC/Testing. Annotate inner envelope: FOUO, Test material; To be opened by Non-resident ECL Test Site Monitor only. Address outer envelope to: DLIELC/Testing Send by certified or registered mail or diplomatic pouch.

50 Test Frequency Do not conduct ECL testing more than once every two weeks (14 calendar days) at any testing location without a waiver from DLIELC/Testing.

51 Retesting Candidates Wait 30 calendar days before re-testing a candidate. Candidates who will be retested should be enrolled in an intensive English Language course during the 30-day wait period. Candidates can take the ECL a maximum of three times within a fiscal year.

53 Access ONLY appointed TCOs and ATCOs are authorized to handle ECL test materials and answer sheets. A TCO/ATCO must be present during Test Administration. If necessary, additional proctors (U.S. citizen, government employee) may be present during testing. Additional proctors must be accompanied by a TCO/ATCO. Only TCOs/ATCOs are authorized to handle completed answer sheets and prepare them for mailing to DLIELC/Testing.

54 Receiving ECL Materials
ECL materials are: Shipped to post by Certified Mail for tracking purposes. Addressed to the TCO (by name) for accountability purposes. ECL materials must be: Inventoried Immediately upon receipt Semi-annually, and Upon change of TCO Secured at all times Destroyed at the end of the fiscal year.

55 Storage ECL test materials must be stored and secured on the premises of the user agency, except when signed out for temporary administration of ECL at an alternate location in-country. When ECL materials are logged out by the TCO/ATCO, they must be double-wrapped and in the physical possession of the TCO/ATCO at all times until returned to the storage site on premises of user agency. Store all ECL materials in a metal file cabinet equipped with a key and bar-locking mechanism. Log materials out and in each time they are removed and returned.

56 Test Administration Log
Use the DLIELC Test Administration Log to log test materials out of and into secure storage area. Note: Scoring keys should not be removed from the secure area, and tests should not be scored in the testing room. Send log to DLIELC/Testing at the end of each FY.

57 Inventories TCOs will conduct a full inventory of all ECL material
Every six months. Each time a TCO leaves post and a new TCO or ATCO is appointed. Inventory records are to be kept in local continuity files and made available to authorized program inspectors and/or DLIELC/Testing Non-resident ECL Test Site Monitors, if requested.

58 Answer Sheets The TCO/ATCO (not test candidate) fills in headers on answer sheets. The TCO/ATCO scores answer sheets in a private, secure area. Do not allow completed answer sheets to be shown to or handled in any way by examinees, host-country personnel, foreign nationals, or unauthorized U.S. personnel. 59 Test Booklets Check test booklets, before and after test, for marks and to ensure they are intact. Do not reproduce test booklets or any part of the booklets. Ensure test candidates do not photograph or otherwise capture pages of test booklets or test questions.

60 Test Compromise Immediately communicate to DLIELC/Testing the loss or compromise (suspected or actual) of a test form or used answer sheet Immediately stop all testing with the test forms that have been involved. DLIELC/Testing will advise the TCO of next steps required.

82 Test Description The American Language Course Placement Test (ALCPT) is developed by the Defense Language Institute English Language Center (DLIELC) for foreign military and US government-sponsored English Language Training Programs (ELTP) around the world. It measures English language proficiency through the modes of listening and reading. ALCPTs must be used for these purposes only: *Please refer to the most current ALCPT Handbook for specific details on administering and handling ALCPTs.

83 Purpose of the ALCPT To place students in an American Language Course (ALC) program To evaluate student progress at the end of an ALC level To screen candidates for readiness to take the English Comprehension Level (ECL) test To evaluate the English language abilities of local personnel working for, or being considered for positions on overseas US military installations as required by US military service regulations.

84 ACLPT Approval Requests
The ALCPT is a U. S. government language test used for these authorized purposes only; therefore, its sale must be approved by DLIELC Test & Measurement Branch. The ALCPT is only sold to Foreign Military institutions using ALC materials for the purposes of English Language Training or to organizations that are required by contract with the US government to use the ALCPT to evaluate students in the English Language Training programs. DLIELC does not sell the ALCPT to third party resellers or to the intermediary shipping companies.

87 Test Security Just as for the ECL, a TCO/ATCO should be appointed at each facility. Only these authorized officials should be responsible for the handling, storage, security, and administration of the ALCPT. The validity of test results depends on proper control and security of these materials. If ALCPTs have been compromised, DLIELC retains the right to suspend sales of new ALCPT forms for a period of up to three years.

88 Test Administration ALCPT administration is the same as ECL administration. The TCO uses the same form for tests administered on the same day, and a different form for tests administered on different days. Doing this minimizes the likelihood of test compromise by preventing test-takers from discussing items with each other, and by limiting exposure of any specific ALCPT form. The TCO also alternates the test forms randomly, so that it is impossible to predict which test form will be administered at any given testing session. 89 More Details There should be one TCO/ATCO or proctor for every 15 test-takers. TCOs/ATCOs (and proctors, when needed) observe test takers continuously during the testing period. No one other than the test-takers and authorized testing personnel are permitted in the testing room during the test. When necessary, interpreters may assist test-takers with preliminary test directions; however, these interpreters must leave the room before the test begins.

93 Obtaining the ALCPT Each ALCPT form may be purchased individually. Quantities are limited to a maximum of 10 forms per purchase.   However, large language programs may be authorized to purchase more than one kit of the same form. Click here to learn how to order the ACLPT

94 Ordering the ALCPT DLIELC is the sole source for procuring ALCPT materials.  There are two parts to ordering ALCPT materials: 1.
