Purpose To introduce the Community Development Block Grant to the public and stakeholders in order to inform the community of opportunities, receive feedback, and identify projects in the city for potential assistance.

Ineligible Activities Prohibit: Buildings for conduct of government and general government expenses Political activities New housing construction (some exceptions) Income payments Purchase of equipment Operating and maintenance expenses Some exceptions for ED and CBDO activities, interim assistance

CDBG=Federal Dollars Environmental Review: Must be conducted for ALL projects Federal Prevailing Wage: All projects that require CDBG assistance require the payment of Federal prevailing wages Competitive Procurement: Public, off-site infrastructure projects that include CDBG must be competitively procured according to federal regulations

Anticipated City of Zanesville Application to Ohio Development Services Agency CDBG Allocation Grant = $105,000 Neighborhood Revitalization Grant = $500,000 Critical Infrastructure = $300,000 New Horizons Grant (Fair Housing) = $15,000

CDBG Allocation Grant Provides flexible funding for housing and community development projects within the city Examples of potential activities: Infrastructure improvements Community facilities Housing improvements Public service programs (no more than 15%) *Note: Small amount of funds available annually, Fair Housing activities required.

Critical Infrastructure Projects are designed to assist applicant communities with high-priority, single-component projects with high community wide impact Examples of potential activities: Roads flood and drainage and other public infrastructure improvements

Neighborhood Revitalization Projects are designed to improve the quality of life, livability and functionality of distressed residential areas through a comprehensive strategy Examples of potential activities: Construction, reconstruction, or rehabilitation of public infrastructure, in a low-and moderate-income neighborhood. Demolition and clearance Neighborhood facilities constructed/reconstructed Parks Safety

There are six steps for determining if CDBG funds may be used to assist a proposed activity: 1.Determine if the activity is within the parameters of eligible activities in the CDBG regulations. 2.Determine if the proposed activity falls within a category of explicitly ineligible activities, despite its apparent inclusion within an authorized activity. 3.Determine if the proposed activity meets one of the national objectives of the program. 4.Ensure that CDBG expenditures will be for activities that benefit low- to moderate-income persons. 5.Review proposed activities to determine if the costs are necessary and reasonable and will conform to other requirements. 6.Complete the environmental review and release of funds procedures.

Steps to Success 1.Public hearings and meetings with Advisory group 2.Staff reviews proposals received by deadline. 3.Advisory group meets to assist in project selection. 4.Ordinance goes before City Council 5.Grant is prepared and submitted 6.State reviews and announces award 7.Draft grant agreement is received 8.Conduct an environmental review 9.Publish findings from completed environmental review allowing 15 days for public comment 10.Request a release of funds from the State of Ohio, allowing 15 days for public comment 11.Receive signed grant agreement and release of funds from the State

Still Climbing These first ten steps may take five to six months to complete. No work can begin, no advertisements for bids and no contracts can be signed until the State of Ohio Release of Funds is received by the City of Zanesville.

Final Steps 12.Project activities begin 13.All work must be completed by deadline 14.All invoices must be paid by deadline 15.Ohio Development Services Agency monitors the City of Zanesville for grant compliance and completion The City of Zanesville strives to ensure that all service is provided on an equal opportunity basis and that everyone has an opportunity to participate in and benefit from the CDBG program.

Application Timetable 1 st Public Hearing: Thursday, February 25 th, 2016 Allocation applications due: Thursday March 17 th, 2016 CAC Review: Week of April 4 – 21 st, nd Public Hearing: Monday, May 9 th, 2016 Submission of Grants to ODSA: Friday, June 17 th, 2016 Funds are not available until after the acceptance of the consolidated plan by HUD and all Environmental Review work has been completed.

2017 Downtown Revitalization City is looking to make an Application to State of Ohio in June 2017 – help find projects. DRG projects are designed to improve Central Business Districts, aid in the elimination of slums or blight, create and retain permanent, private-sector job opportunities for LMI households Match Requirement Examples of potential activities: Façade improvements Investment in streetscapes City administrative costs Code violation corrections
