3 What is CDBG? Community Development Block Grant - 1974
Federal program funded through non-competitive grants to cities, counties & states Purpose is to reduce poverty and its effects and develop viable communities by: Providing decent housing Creating a suitable living environment Expanding economic opportunities

4 National Objectives All programs must meet a HUD National Objective
Benefit Low- Moderate-Income persons/households Aid in the prevention/elimination of slum and blight Meet an Urgent Need – This is rarely used and is associated with disasters

5 Funding and Caps Estimated Funding 2018 Grant - $378,454
Public Service - $56,768 (15% cap) Planning & Administration - $75,691 (20% cap) Other Activities - $245,995 CDBG funding for Public Services must be for a new service or a measurable increase in the level of service

6 Definitions Low- to Moderate-Income are residents whose household income is equal to or less than 80% of the area’s household median income for that household size CDBG Target Areas that are primarily low- to moderate-income are Census Block Groups where 49.63% or more households are low- to moderate-income Presumed Benefit/Limited Clientele are those who are presumed by HUD to be low- to moderate-income based on their situation

7 Presumed Benefits Presumed benefit/limited clientele are:
Severely disabled Elderly - at least 62 years of age Victims of domestic violence & sexual assault Abused and/or neglected children People experiencing homelessness Illiterate adults Migrant workers Persons living with AIDS

8 Beneficiaries Most common objective for Public Services is Low and Moderate Income At least 51% of program beneficiaries must be low or moderate income Public facilities, including infrastructure must guarantee at least 51% low and moderate income benefit Housing activities must serve 100% low and moderate income

$42,800 3-Person Household $48,150 4-Person Household $53,450 5-Person Household $57,750 6-Person Household $62,050 7-Person Household $66,300 >= 8-Person Household $70,600 2019 Income Limits Have Not Been Released. Income limits will be updated by October 1, 2019

10 Eligible Applicants Existing 501 c 3 or other non-profit status
City Departments Other Public Agencies For-Profits with mission to serve low-income persons/families Community-Based Housing Organizations (CBHO) Community Housing Development Organizations (CHDO) Applicants on the Federal or State de-barred list are not eligible to apply for or receive CDBG funds

11 Public Services Examples
Senior services, such as Meals on Wheels or programs at Senior Centers Youth services, such as after-school programs or counseling Children’s services, such as day care, summer programs, after-school care Services for abused and/or neglected children Health care and mental health care Homeless services and homeless prevention Educational and job training services Transportation assistance Food assistance Salaries – only for persons involved in direct client services Public Service funding cannot be used for Administrative costs

12 Housing Activities Examples
All Housing Activities must benefit low-moderate income households Minor owner-occupied home repair Modifications for accessibility by disabled household members Energy efficiency improvements Homebuyer assistance

13 Area Based Activities Repair or installation of infrastructure (streets, sidewalks, public parking, water lines, sewer lines, drainage) Development or improvements to public parks Acquisition, construction or rehabilitation of public facilities (neighborhood/community facilities and facilities for persons with special needs) Historic preservation Clearance or demolition of dangerous buildings/properties Salaries for code enforcement officers

14 Ineligible Activities
Completely Ineligible Activities Buildings used for the general conduct of government General government expenses Political activities Generally Ineligible Activities Purchase of equipment (may be eligible if part of a public services grant) Operating and maintenance expenses (may be eligible if part of a public services grant) Construction of new permanent residential structures Direct Income Payments

15 Submission Deadline Original application with attachments, and 10 copies without attachments, and a complete electronic copy of the application with attachments on a USB device. No tabs and do not bind. Due to the City Secretary’s Office on Tuesday, February 19, 2019 by 4:00 PM Applications submitted after the deadline will not be accepted or reviewed.

16 Ranking The CDAC (Community Development Advisory Committee) will be reviewing and ranking the proposals Proposal narrative contains a well-defined description of the project Proposal has relevant, clear outcomes and measurements Project is not duplicating a service, if a new project Public Service Projects show an increase in the level of service if previously funded Project readiness or delivery plans are timely and realistic Organization/staff has strong experience or capacity Proposed program budget leverages funds other than CDBG Number of New Braunfels beneficiaries is proportional to funding request

17 New Applicants/New Projects
First time applicants are encouraged to submit a description of the project by or schedule a meeting with Jennifer Gates and Paula Harper Previously funded agencies requesting funds for a new project or activity are encouraged to submit a description of the project by

18 Things to Remember Funds may only be used for persons residing within the city limits Proposal provides a detailed description of the activity/program Proposal has a clear and accurate budget listing all funding sources for the proposed activity Timeline and Number Served should be accurate Number of New Braunfels beneficiaries is clearly documented for the proposed activity Funding request is proportional to the number of New Braunfels beneficiaries

Separate applications for Public Services, Housing and Public Facilities

21 Recordkeeping Reports are submitted monthly with or without a reimbursement request Records/Reporting Number Served Race & Ethnicity Household Income Number in Household Number of Female Headed Household Number of Elderly or Disabled Other information depending on program Monitoring will be conducted at least annually

22 Expenditure of Funds CDBG is a reimbursement program
Reimbursements must be submitted in a timely manner Contract Period will be October 1, 2019 through September 30, 2020 Programs that are not expending funds in a timely manner could be subject to contract cancellation Unexpended funds at the end of the contract period will be recaptured by the City Grant terms will not be extended
