2 Purpose of Public Hearing To distribute the draft 2008-13 Consolidated Plan and 2008-09 Action Plan to the public To collect feedback from the public on this plan To describe the planned activities to be undertaken using ADDI, CDBG, and HOME funding in the coming year To collect information about community needs for future consolidated & annual plans

3 What is the Consolidated Plan?  HUD requires Washtenaw County to submit a 5- Year Consolidated Plan to receive funding, which includes the following components:  Market Data & Analysis  Housing & Community Development Needs Assessments  Measurable 5-year Goals and Objectives  The Consolidated Plan covers the period July 1, 2008- June 30, 2013

4 What is the Annual Action Plan?  HUD requires Washtenaw County to submit an Annual Action Plan covering the fiscal year of July 1 – June 30 [target: May 2008]  Describes the financial resources expected to be available in the coming year, including Federal and non-Federal resources.  Includes a description of the activities that will be undertaken to meet the objectives of the Five- Year Consolidated Plan (~2008-2013).  Washtenaw County is in Year 1 of the Consolidated Plan.

33 CDBG COMMUNITY DEVELOPMENT Goal: To promote the safety & health of residents by providing and/or improving infrastructure & other public facility needs in low- and moderate-income areas. Projects: Scio Township ($63,111): Delhi Bridge Rehabilitation Ypsilanti Township ($62,000): Code Enforcement Unallocated CDBG Public Improvements (locations TBD): $62,000

34 CDBG COMMUNITY DEVELOPMENT Goal: To promote community & neighborhood stability through the improvement of existing or the construction of new community facilities, parks, & green spaces in low- and moderate-income neighborhoods. Projects: City of Ypsilanti ($122,100): Rutherford Pool, Parkridge Community Center Ypsilanti Township ($125,000): Clark Rd. Community Center Improvements

35 CDBG/HOME HOUSING Goal: To increase the number of units of homeowner rehabilitation opportunities for low-moderate income households. Projects: Single-Family Rehabilitation Program  CDBG: Rehabilitate at least five (5) housing units ($250,000: 0-80% AMI)  HOME: Rehabilitate at least five (5) housing units ($200,000: 0-80% AMI)

36 CDBG PUBLIC SERVICES Goal: To promote access to mainstream resources, improve safety and livability, reduce isolation, encourage employment, and support special populations & the homeless. Projects: Michigan Ability Partners: $21,319 for Representative Payee Services (0-80% AMI) Ypsilanti Meals on Wheels: $24,000 for Home Delivered Meals (0-50% AMI) Housing Bureau for Seniors: $22,000 for Mortgage Foreclosure Prevention (0-80% AMI)

37 CDBG PUBLIC SERVICES Goal: To promote community inclusion and accessibility to public transportation, fair housing choice, and economic opportunities for low- and moderate-income households. Projects: City of Ypsilanti ($54,275): ADA Accessible Curbs Child Care Network: $40,000 for Childcare Scholarships (0-60% AMI) Northfield’s Human Services: $48,100 for door-to- door Transportation outside AATA service area (0- 80% AMI)

38 CDBG PUBLIC SERVICES Goal: To promote housing & community stability by addressing identified gaps in public/human services. Projects: Packard Community Center: $30,860 for Patient Advocacy Services (0-50% AMI)

39 HOME & ADDI HOMEOWNERSHIP ASSISTANCE Goal: To increase homeownership opportunities for low- moderate income households. Projects ($262,261):  HOME funds will be used to provide subsidies to first-time homebuyers to purchase newly constructed and/or rehabilitated homes

40 HOME CHDO RESERVE Goal: To be Determined Projects ($97,604):  15% of Each Annual Allocation of HOME Funding must be reserved for Community Housing Development Organization (CHDO) projects  Project will expand homeownership or rental opportunities in Urban County areas.  RFP for funding will be issued in Fall 2008

41 2008-09 TIMELINE OF EVENTS Needs Assessment Public Hearing was conducted on December 18, 2007 Pre-Bidders Conference was held on February 12, 2008 Proposals were due by February 29, 2008 Staff review and recommendations presented to Urban County Executive Committee on March 25, 2008 Release of draft Action Plan on April 10, 2008 Public Comment Period: 30 Days-ends May 10, 2008) Draft Action Plan to Urban County on April 22, 2008 Send final Action Plan to HUD by May 12, 2007
