Overview Today, we are seeking a decision to approve the research strategy, updated savings, and change the category to planning for the existing UES measure Single Family New Construction Heat Pump upgrades to 9.0 HSPF We are also seeking a decision to approve the research strategies, savings, cost, and life for two new planning UES measures for single family new construction: Heat Pump upgrades to Variable-Capacity Heat Pump Heat Pump Commissioning, Controls, and Sizing 2

Measure Descriptions Heat Pump Upgrade: 9.0 HSPF – Heat pump system must be new and have an AHRI HSPF rating of 9.0 or higher. – Applies to systems with single-speed or two-speed compressors. Heat Pump Upgrade: VCHP – Heat pump system must be new and have an AHRI HSPF rating of 10.0 or higher. – The compressor must be variable speed and inverter-driven. – Central heat pump system Commissioning, Controls, and Sizing – Heat pump shall be installed in compliance with the RTF Heat Pump Commissioning Controls and Sizing specification (summary below; see link for full specs)link Sizing: Balance point 30°F or lower Controls: Disallow resistance heat when outdoor temperature is above 35°F Commissioning – Airflow: ≥325 CFM per ton of nominal heating capacity – Indoor Coil Delta-T: Per table in specs – Static Pressure: External static pressure cannot exceed 0.8 inches of water – Measure applies to single family houses receiving a new central air source heat pump system. – Applies to systems with single-speed and two-speed compressors only. Does not apply to ductless heat pumps or variable speed central systems. 4

Savings Estimates Current Existing Construction Savings – Based on recent calibrated SEEM runs, using Option 3 for measure interactions Current New Construction Savings – Out of date: Based on old SEEM, old calibration, and last- measure-in for measure interactions 5

Savings Estimates Current Existing Construction Savings – Sum of those on previous slide (Rough) Estimated Savings for New Construction – Based on new SEEM, calibration Baseline: MT Code – Note: While state codes vary, we expect savings from these HVAC measures will not vary significantly across state codes Efficient-case: MT Code + CC&S HSPF or VCHP 6

CAT Discussion and Recommendation Discussion Initially, we expected HVAC improvements to save less in new houses because of their lower heat loss rates – Results are likely this way because of the way the SEEM calibration and Option 3 plays out for existing construction houses Existing Construction: Different pre/post calibration factors are used where UA changes New Construction: Calibration factors remain the same because there are no UA measures in the mix These are planning measures – Savings depend heavily on assumptions for heat pump Commissioning, Controls, and Sizing; we have a research strategy for this Developing new construction SEEM estimates for these measures would be fairly straightforward, but it would be time-consuming – Development, presentation to the RTF, QC review, update at sunset, etc. Recommendation CAT recommends the RTF adopt the current existing construction HVAC savings for new construction We also recommend adopting the existing construction measures’ research strategy, costs, and measure life 7
