Shelter Assistance Program for Refugees in Mount Lebanon Presentation to Shelter Working Group Interaction August 14, 2014

Presentation Outline Global Communities in Lebanon Program Approach Successes and Challenges Questions

Global Communities in Lebanon Presence in Lebanon since 1997 (as CHF International) Implemented 22 programs including: improving municipal service delivery strengthening local economic development workforce development emergency humanitarian assistance

Program Overview $1.5 million UNHCR-funded Shelter Assistance Program for Refugees in Mount Lebanon March 2013 – December 2014 Renovating, weather-proofing private homes and collective centers WASH: water testing, filters, hygiene awareness sessions Rehabilitating schools Mt. Lebanon Target Areas

Shelter Results to Date Improved 185 private houses accommodating 347 refugee families Improved 7 collective centers accommodating 78 refugee families Distributed 737 sealing kits

Program Approach Improve empty and occupied buildings Contingent upon assessment by GC engineer and landlord acceptance of rehabilitation terms Landlord allows the refugee family to remain rent- free for a fixed period of time (i.e. work worth $1,500 secures 12 months rent-free shelter; if cost is higher, rent-free period increases up to 16 months)

Successes Active engagement of municipality Established, long-term relations with municipalities and communities Monitoring visits for the entire year, even after rehabilitation works are completed

Challenges Varying beneficiary selection procedures and processes across different agencies Varying terms of rehabilitation Host family concerns about property damage; need for contractual provisions/funds allocated for repair Some refugee families leaving prior to contract end Increased trend in eviction of refugee families due to disputes

Questions and Discussion
