2 Why was REACH Created? 1 Aid actors have limited information at the onset of an emergency 1. In contexts of conflict and disasters, aid actors face serious challenges in collecting data in a systematic and comprehensive way. As a result, there are often critical gaps in the information required for designing and planning aid. REACH supports aid actors to address these gaps through coordinated assessments and information management. 2. Emergencies are highly dynamic environments. Aid actors often do not take into account the broader context in which communities reside. REACH promotes the use of socio-economic units as a basis for planning and delivering aid. This area-based approach facilitates community engagement and therefore greater accountability. 2 Aid actors have limited knowledge of the communities they support

3 Why was REACH Created?

4 What is REACH? REACH is a joint initiative of two international non-governmental organisations, ACTED and IMPACT Initiatives, and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH was created in 2010 to facilitate the development of information tools and products that enhance the capacity of aid actors to make evidence-based decisions in emergency, recovery and development contexts. All REACH activities are conducted in support of and within the framework of inter-agency aid coordination mechanisms.

6 REACH Strategic Framework
After an emergency Long-term resilience REACH engages throughout the cycle of an emergency, from preparedness to recovery, applying an approach that links relief, rehabilitation and development. REACH’s activities are grounded in a strategic framework organised around three pillars that are aligned with the Humanitarian Program Cycle. 1. Before a crisis, REACH assesses risks related to conflicts and disasters; contributes to inter-agency contingency planning; and informs and supports the establishment of early warning systems. 2. After an emergency, REACH supports better targeting and planning of relief assistance by facilitating rapid needs assessments as well as monitoring and evaluation of humanitarian interventions. 3.
