9 Social planning is a rational approach to community issues and problems involving a series of logically related steps:  1) becoming aware of the prob­lem  2) identifying goals and objectives that relate to a realistic assessment of resources  3) considering alternative programs, and  4) implementing the pro­gram design and evaluating results.[ [
