IAEA 2 Status of progress with implementing the national self-assessment of the regulatory infrastructure for safety: Status of the first life cycle Response completed (7 months, May –December 2010 / 30 th December 2010) Analysis completed (4 months/ August 2011) Action plan completed (December 2011) Composition of Project Management Team – 4 (DG, PM, Administrator and assistant) Composition of respondent team (s) 2- 3 per modules Composition of analysis team(s) 2- 3 per modules Scope of Self-Assessment: Core questions were selected for the SAT first life cycle, 8 modules Transport of radioactive material under RAF 9046 were selected for the SARIS second life cycle, 12 modules RAF9038 Final Coordination Meeting

IAEA 3 Challenges: Management commitment Management included the self assessment in the action plan of the Agency (RB) Training / understanding Staff have been trained on SAT methodology after the regional training course held in Tunis and on SARIS after the regional workshop in Mombasa and the Technical meeting in Vienna Personnel Lack of human resources and ‘key ‘team members were not available in view of their duties; Build teamwork spirit; respect of deadlines; work online with AIEA library standards; networking and sharing of information RAF9038 Final Coordination Meeting

IAEA 4 Challenges: Time Not enough time due to limited staff or multi- tasks Technical (software, question-sets, etc.) Having difficulties in closing the software, getting to the French version before entering back to SAT. External (i.e. cooperation from other organizations, etc.) Two (2) Memoranda of Understandings (MOU) were signed with the Ministry of Transport on 11 th May 2011 and Ministry of Public Health on 21 st December 2011 to help in the regulatory activities Regional cooperation through peer review mission under RAF 9046 on transport of radioactive material Others: Accessing online GRS library only in English RAF9038 Final Coordination Meeting

IAEA 5 Project outputs and outcomes: Findings some aspects of legislation and regulation do not comply with the international and national standards. Technical capabilities are not adequately developed to implement full compliance with IAEA Safety Standards System of inspection, enforcement of facilities and dosimetry are not established Radiological emergency plan is not developed Benefits An action plan for improvement of regulatory process and performances is developed The new law have been drafted, finalized with AIEA assistance and is in the approval process RAF9038 Final Coordination Meeting
