IAEA 2 Some important events that may affected the implementation of SAT process Legislative framework In Egypt 1960 the first radiation Law No. 59 (old Law) Two Regulatory Authority ( MoH and EAEA) 1984 establishment of the competent RA ( NCNSRC), EAEA 2010 the nuclear and radiation Law No.7, March2010 ( New Law ) the new law did not implemented until the ER approved Our staff was engaged in preparation of the ER First Egyptian revolution 25 January Executive Regulation (ER) of the law ( October ) one year transition state, T.S. ( starting implementation of the new Law) 2012 Establishment of ENRRA ( new regulatory Authority) in March extended of the T.S Organization Structure did not implemented till now 2013 Current Regulatory Body ( ENRRA) ENRRA now is engaged to set up a comprehensive employees system ENRRA staff are also engaged in preparation of all the related Technical Regulations and Rules June 2013 second Egyptian revolution. Status of the third life cycle (SARIS ) The response and analysis phase are repeated after attended some of our staff the IAEA meeting in Vienna & WS in Kenya using SARIS ( December 2012) and Egypt request from IAEA a SA Mission to training our new staff with the new version of SARIS and that has been done in June 2013 Response phase is completed: Duration of response phase: [from Q up to Q ] Date of completion: Q Analysis phase not completed: Duration of analysis phase: [from Q up to Q ] Date of completion: Not yet it excepted by the end of Q (third. IAEA 8 Status of progress with implementing the national self- assessment of the regulatory infrastructure for safety:. Scope of Self-Assessment: In the first SAT cycle, we have selected the modules of ‘Core Question’ that include the following questionnaires : Legislative and Governmental Responsibilities Responsibilities and Functions of the Regulatory Body Organization of the Regulatory Body Activities of the Regulatory Body Authorization by the Regulatory Body Activities of the Regulatory Body Review and Assessment, Activities of the Regulatory Body Inspection and Enforcement Activities of the Regulatory Body Development of Regulations and Guides Management System for the Regulatory RAF9038 Final Coordination Meeting

IAEA 9 Challenges: Management commitment No problem Training / understanding ( No problem ) Personnel Initially the non-availability of key team members for the Respondent and Analysis Phases, resulting in delays and poor quality outputs. Resolved Now a day some of the trained personnel left out side in due mission ( scholarship, fellowship, workout side egpt…etc.) Time There was some delay in the implementation of the second phase according to the time schedule of our action plan and this is may due to the engaging of our staff in the preparation of the executive code of the new Egyptian nuclear and radiation law which consider the first priority for our RB. In addition to the Egyptian revolution in 25 January RAF9038 Final Coordination Meeting

IAEA 10 Challenges: Technical (software or question-sets). Initially, some of our team facing some difficulties with the running the software and that was may be related to training and understanding). This resolved by attending small workshop. Also some difficulties has reported with merging stand alone SAT files External (i.e. cooperation from other organizations, etc.) no problem Others RAF9038 Final Coordination Meeting

IAEA 11 Project outputs and outcomes: Findings The self assessment has demonstrated gaps in the regulatory system and revealed the lack of effective independence of the regulatory body. The self assessment has revealed that some aspects of legislation do not comply with the IAEA requirements leading to the review of legislation in the county. IAEA 12 Project outputs and outcomes: Benefits A core team of national personnel trained In Self Assessment methodology and tools; Review the Status of development of regulatory infrastructures in the current regulatory body of Egypt, to identify its own strengths, weaknesses, opportunities, threats and appropriate solutions. Promotes our staff commitment to the regulatory body and its processes; Education and development of our staff knowledge on important aspects of regulatory objectives, process and performance:, Since the Self-assessment represents an effective way to educate and develop staff; via providing a mechanism for the management to inform staff on important aspects of regulatory objectives. IAEA 13 Project outputs and outcomes: Benefits In addition to the SAT’s capability for: evaluating compliance with IAEA safety standards identifying gaps in the regulatory infrastructure, helping to harmonize regional approaches to legislation, regulations, procedures and processes motivating regular quality checks and internal audit together with continuous improvement facilitating the establishment and management of regulatory infrastructure supporting the training of regulatory staff and enabling their understanding of the application of the IAEA standards RAF9038 Final Coordination Meeting

IAEA 14 Project outputs and outcomes: Examples of added-value to the organisation Our staff is participated in some training courses organized by AFRA /IAEA, to build their competence and develop their practical skills related to the control of radiation sources which is help in the achievement of the organization’s objectives RAF9038 Final Coordination Meeting

IAEA 16 Other relevant observations: The self assessment methodology assists in knowledge exchange and fostering common understanding among regulatory staff The self assessment revealed the need to harmonize procedures and documentation A need for networking among regulatory bodies to facilitate the sharing of experience and knowledge emerging from the self assessment Regional, sub-regional and national training workshops should be organized/coordinated through FNRBA RAF9038 Final Coordination Meeting

IAEA Other project benefits: Training courses / Meetings Listed in the final report The establishment of a forum of Regulatory Bodies in Africa (FNRBA) Creating a forum of Regulatory Bodies in Africa would be of great benefit for all African countries to strengthen their national regulatory infrastructure by sharing the experiences and lessons learned, and providing mutual assistance 19 RAF9038 Final Coordination Meeting

IAEA Recommendations We recommend for IAEA to continue playing its mandated role to provide adequate support to meet critical needs and technical support. The technical support will help to develop the core capacity for conducting Self-Assessment and implementation of the resulting improvement action plan. We are also recommended to extend the project for one or two years more to have the opportunity to conducting the SA using the new program SARIS. 20 RAF9038 Final Coordination Meeting
