What is the TIR System?  Only truly global multilateral facilitation instrument for international transport and trade  Based on TIR Convention of 1975  Currently signed by 68 contracting parties around the world, with the possibility to be implemented multi-modally (road-rail, road- maritime, road-air) Page 4(c) International Road Transport Union (IRU) 2012

IRU TIR IT Related Risk Management Tools Page 7(c) International Road Transport Union (IRU) 2012

TIR-IT tools developed by IRU to secure the TIR system  True private-public partnership with national authorities to reinforce the security of the TIR system and to gradually computerize all processes  Tremendous progress has been achieved over the past years. Today all information related to a TIR transport : 1.can be sent in advance via internet by the operator directly to the customs with the TIR-EPD IT application 2.can be consulted online by customs with the CuteWise IT application 3.is sent in real-time to the IRU after due termination of the TIR transport with the RTS IT software THESE IT TOOLS ARE DEVELOPPED AND FINANCED BY THE IRU TO MINIMISE THE RISK OF TIR IRREGULARITIES AND TO FACILITATE BORDER-CROSSING PROCEDURES Page 8(c) International Road Transport Union (IRU) 2012

TIR-EPD : Background  Today despite requirements for advance cargo information and risk assessment border crossing procedures Un-adaptedUn-adapted Result in long waiting timesResult in long waiting times Additional transport costsAdditional transport costs Negative effects on securityNegative effects on security  Therefore, the IRU has developed TIR-EPD based solution to increase efficiency of customs procedures at the border (c) International Road Transport Union (IRU) 2012Page 9

Electronic advance cargo info submission single window concept Benefits: TIR-EPD facilitates pre- arrival risk analysis and makes border crossings simpler, more secure and faster Customs authorities confirm reception of the message, validate the guarantee and release the cargo 2 TIR holders submit free-of-charge electronic pre-declarations to Customs authorities in different countries 1 Page 10(c) International Road Transport Union (IRU) 2012

TIR-EPD vs TIR Carnet TIR-EPD = TIR Carnet + any additional data required by national customs for security purposes – no more need for customs to key-in data manually Page 11(c) International Road Transport Union (IRU) 2012

TIR-EPD Geographic Extension as per November 2012  Now 23 countries in operation  3 countries in pilots/ ready to go live: ItalyKazakhstanMacedonia  10 countries in the pipeline: AfghanistanKyrgyzstanIranGreeceNetherlandsCroatiaSpainMoroccoAzerbaijanAlbania SERBIA 23 TIR-EPD operational countries represent -- 93% of TIR Carnets issued -- 89% of TIR termination Page 12(c) International Road Transport Union (IRU) 2012

TIR- EPD Green Lanes Background  TIR as a transit customs systems aims at facilitating international road transport under customs control  Legal obligation of providing transit (TIR) data electronically was introduced to allow advanced Risk Assessment by customs, and therefore further trade facilitation  IRU developed free of charge TIR-EPD to allow TIR Carnet Holders to continue to benefit from TIR facilitation Page 16(c) International Road Transport Union (IRU) 2012

TIR-EPD Green lanes to further promote secure trade Background of the IRU initiative:  WCO SAFE Framework: advance cargo information  EU legislation: Transit Customs data must be sent electronically (NCTS)Transit Customs data must be sent electronically (NCTS) Security declarations must be sent electronically (ENS-EXS-NCTS)Security declarations must be sent electronically (ENS-EXS-NCTS)  Euro-Asian Customs Union: Transit Customs declarations must be sent electronicallyTransit Customs declarations must be sent electronically  National legislation (68 Contracting Parties): National requirements and PortalsNational requirements and Portals © International Road Transport Union (IRU) 2012Page 17

TIR-EPD Green Lanes   Dedicated lanes on both sides of the border : no new infrastructure needed   Required cargo and transit data transmitted through IRU TIR-EPD application: Prior to truck arrival By Identified operator (TIR Carnet Holder) Data complies with customs requirements Page 18(c) International Road Transport Union (IRU) 2012

TIR-EPD Green Lanes   Advance risk assessment performed by customs based on TIR-EPD data received in advance   Customs controls are applied based on the level of risk assessed   TIR-EPD Green Lanes benefit all transit traffic at a particular border crossing point Page 19(c) International Road Transport Union (IRU) 2012

TIR-EPD Green Lanes Benefits  Increased and more efficient use of already deployed IRU- TIR EPD  More effective and reliable customs controls based on complete information received from authorized and trusted road carriers (TIR Carnet Holders)  Security of transit through enhanced focus on “high-risk” consignments  Efficient allocation of customs resources Page 20© International Road Transport Union (IRU) 2011
