2 Electronic TIR Pre-declaration NCTS/TIR pilot project Objectives
Meet the data requirements in the Implementing Provisions of the revised EU Customs Code (Security and Advanced Cargo Information); Meet Summary Declaration requirements foreseen in the Implementing Provisions of the revised EU Customs Code; Comply with the WCO Framework of standards; Minimize the effort to capture TIR data into NCTS for the customs offices, thus reducing time delays at borders; Resolve the non circulation of green Volets (2) in the European Union; Allow the TIR Carnet Holder to proceed without the intervention of third parties and associated additional costs; Maintain the benefits for transport operators using TIR Carnets as the customs declaration; Provide requisite security of data in a public / private partnership; © International Road Transport Union (IRU) 2007

Data capture at Customs Offices National EU Holders Maybe connected to NCTS in their home country national software available Holders voluntary decide to use third parties - Business Decision IRU NCTS/TIR Web Application Non connected holders, specially from the non EU countries, not wishing to use third parties and pay additional costs. NCTS – TIR Pre-declaration OPTIONS Presently there are different options that the transport operator can choose: The first available option is to present himself at the customs office of entry into the EU or the customs office of departure in the EU, where all the information related to the TIR Carnet will be captured by the customs officer: Data capture at Customs Offices – Current The second option is to use the possible available software provided either by the national customs authorities or its national association, though this option favors EU holders : National EU Holders – Current Maybe connected to NCTS in their home country national software available The third available option is to voluntary use the services of a third party: Holders voluntary decide to use third parties - Business Decision – Current Finally the last option is to provide the transport operator with a tool that would enable him to provide the information electronically without bearing additional costs and this tool is the IRU NCTS/TIR Web application. It is destined for non EU holders, holders that are not connected and that wish to use a service free of charge. IRU NCTS/TIR Web Application – Imminent Non connected holders, specially from the non EU countries, not wishing to use third parties and not willing to suffer additional costs. © International Road Transport Union (IRU) 2007

Outcome of the pilot from August to December 2006 Pilot phase with selected EU Member States CZ, SK confirmed the success of the pre-declaration file used by a Customs office when a TIR Carnet was presented HU, PL tests to be completed Pilot phase with selected TIR Carnet holders Plan for 2007 Continue to test the Pilot with additional pilot customs offices and pilot transport operators: Latvia, Austria and EU Border Member States Start the discussion with EU Member States not yet within the EU NCTS/TIR Pilot: Estonia, Romania, Bulgaria © International Road Transport Union (IRU) 2007

NEXT STEPS Similar project is under discussion with the Federal Customs Service of the Russian Federation regarding Pre-arrival TIR information on the basis of the existing IRU’s Electronic TIR Pre-declaration facility. NCTS – TIR Pre-declaration Pilot Project NEXT STEPS The next steps foreseen are to Test the Pilot with pilot customs offices and pilot transport operators: In this connection, we will ask for your assistance in participating to the pilot project by selecting 1 or 2 holders that would agree to take part in the pilot. The foreseen associations are listed on the screen and will be contacted in due course following this meeting. To use the application the holder will be given secure access through a Username and Password. This will be the case for all forthcoming users of the application. Furthermore, to allow to best use the application, a user guide will be provided. Each participating test transport operator will be provided via the Association with: Username and password User guide To access the interface, the holder of the TIR Carnet must enter his holder ID, the TIR Carnet number in his possession as well as the Validity date mentioned on the TIR Carnet. This information is validated against the data available in CUTE-Wise. If all is correct, he gains access to the TIR Carnet Data Entry. Otherwise access is denied. Thus it is important that the Association sends the information related to the issuance and return of TIR Carnets to the IRU without delay. © International Road Transport Union (IRU) 2007
