 I. Assess overall implementation progress focusing on agreed actions in the 5th JIR in all ASDP subcomponents and cross cutting issues,  II. Assess linkages/relationships between national level sector priorities and priority setting, planning and budgeting for local investments. Identify opportunities for improving these linkages in ways that assure higher program impacts and sustainability. 

 III.Identify challenges and constraints to implementation progress and outline emerging issues/measures for improvement.  IV. Provide specific recommendations/actions needed to speed up implementation towards achieving ASDP objectives.  VOutline major issues (from local stakeholders) that need to be considered when designing the Basket Funding for ASDP phase II.

 Covered six (6) regions,  Twenty (20) districts and municipal councils  Forty (40) villages.  Regions visited were:  Rukwa, -( Focused on planning and implementation aspects)  Dodoma- ( Focused on Agricultural service delivery aspects)  Singida, -( Focused on Agric. Marketing and private sector development )  Coast &Morogoro –( Focused on Irrigation d evelopment )  Lindi -(Focused on Food Security and Nutrition) Overall, the JIR noted that implementation progress of the key programme sub-components is satisfactory

The review identified a number of challenges and constraints to implementation progress and achievement of the intended program objectives: 1. Weak supervision and accountability of resources at local level 2. Inadequate entrepreneurship and agri-business skills 3. Value chain not integrated in the planning process 4. Weak Planning and Management of Investments: The review noted that the MTEF three year concepts is not adequately applied to guide planning of DADPs investment especially irrigation projects. 5. Weak collection of data and flow of information: Generally the tools for data collection on outcome are still lacking and or user unfriendly, leading into serious shortage of data on programme performance achievements at outcome and impact level
